Proposal Summary:

The primary goal of the Monitoring, Evaluation and Learning (MEL) Activity is to enhance USAID Mission MEL capabilities, as well as facilitate Collaborating, Learning, Adapting (CLA) for increased accountability and adaptation across USAID/Laos’s portfolio. The MEL Activity will aim to contribute to maximizing development impact with a focus on evidence-based decision-making and adaptive management.

Position Summary:

The CLA Director plays a pivotal role in advancing the objectives of the proposed MEL Activity for USAID/Laos. This position is responsible for spearheading collaborative efforts, learning initiatives, and adapting strategies based on Monitoring and Evaluation (M&E) evidence. The CLA Director will harness primary and secondary data and share it with USAID and stakeholders. The CLA Director will design and facilitate learning events and support other avenues for disseminating M&E evidence and using it for data driven decision making. This will be a full-time position based in Vientiane, Laos. This position is contingent upon award.

Responsibilities:

  • Direct collaboration, learning, and adaptive management activities.
  • Serve as a facilitator for high-level discussions among USAID staff and partners.
  • Foster strong relationships with key Mission stakeholders and coordinate efforts among implementing partners working on common Development Objectives (DOs).
  • Develop and implement a learning plan for the Mission and implementing partners (IPs) that outline key learning questions and stakeholders.
  • Lead facilitation and coordinate learning, collaboration, and coordination among IPs and other collaborators.
  • Produce reflections on the implications of new learning and develop product plans for adapting programs accordingly.
  • Establish networks of key stakeholders and ensure that monitoring and evaluation information is shared and fully utilized to improve upon the Mission’s programming across Laos.

Qualifications:

  • Advanced degree in a field relevant to organizational development, learning, development assistance, political science, sociology, communications, or a closely related field.
  • At least ten (10) years of demonstrated experience in learning and adaptive management, strategic planning, monitoring and evaluation, facilitation, business process improvement, and/or knowledge management.
  • Professional experience in learning and adaptive management and knowledge management, with preference for experience with a variety of funding organizations, including but not limited to major international donors, foundations, and development agencies, leveraging innovative technologies and communications methods to generate and share knowledge.
  • Demonstrated experience with a wide range of development issues, such as program evaluation, gender constraints to development, agriculture, economic growth, environment, democracy and governance, health, nutrition, and education.
  • Experience leading large teams of individuals with diverse skills and interests, along with demonstrated success in mentoring and/or coaching staff in project development, project implementation and M&E.
  • Demonstrated leadership and mentoring abilities, with a preference for individuals with previous experience in agencies with similar breadth and scope to USAID.
  • Outstanding facilitation skills demonstrated by successful past facilitation of learning and other events.
  • Demonstrated ability to work collaboratively and effectively with Laotian counterparts and government officials.
  • Strong interpersonal and written/oral communication skills.
  • Fluency in written and spoken English and Laotian required.
