Proposal Objective:
Social Impact is pursuing a four-year contract to provide monitoring, evaluation, and learning (MEL) support services to the USAID/Philippines mission and implementing partners. the geographic area of coverage, including 12 Pacific Islands and Mongolia. The contract will provide services to improve monitoring, evaluation, research, reporting, learning, analysis and adapting (MERRLAA) for the portfolio of projects. This activity will cover USAID-funded projects implemented in the geographic area of coverage, including the Philippines, 12 Pacific Islands and Mongolia, and is anticipated to be awarded in May 2023.

Position Description:
Social Impact is seeking a Collaboration, Learning and Adapting (CLA) Director to serve as the leader and overall director of research, collaboration, learning and adapting activities for the contract..

The position is a full-time position for the four-year duration of the project, and will be based in Manila, Philippines, contingent upon contract award.

Responsibilities:

  • Serve as leader and director of all CLA and research services and activities.
  • Serve as a facilitator or co-facilitator of high-level discussions among USAID staff and partners regarding learning and adaptive management.
  • Serve as an expert in organizational change management and will be charged with working closely with and coaching USAID staff so that CLA leadership is fully assumed by mission staff by the end of the contract.
  • Supervise and manage the work of Knowledge Management and CLA Specialists.

Qualifications:

  • Minimum of a Master’s degree in a relevant field, such as international development, international affairs, monitoring and evaluation, social sciences, economics, governance, health, environment, education, organizational management, or communications.
  • At least 10 years of experience including but not limited to:
  1. Facilitation and training in both large, formal settings and strong interpersonal skills for informal coaching and mentoring settings.
  2. Strong knowledge and experience in organizational change management.
  3. The design and implementation of various learning and adaptive management approaches.
  4. Overseeing or implementing effective communications of M&E findings and recommendations.
  5. Implementing and/or facilitating use of innovative approaches for learning best practices and state-of-the art in design, methodologies and tools for disseminating and utilizing results of monitoring, research and evaluation for adaptive management
  • Fluency in spoken and written English is required; knowledge of regional languages such as Tagalog and French an asset.
  • Excellent written, oral, presentation, facilitation, coaching and mentoring skills.
  • Excellent demonstrated ability to effectively interact with local professionals, international donors, host country government counterparts, and other implementing partners.
  • Previous experience supporting USAID Missions or USAID Implementing Partners in a similar capacity highly preferred.
  • Demonstrated knowledge of USAID CLA framework, Evaluation Policy, and other initiatives highly preferred.
  • A commitment to valuing diversity and contributing to an inclusive work and learning environment.
