Collaboration Learning and Adapting (CLA) and Communications Advisor at SoCha, LLC

Background:
SoCha, LLC is contracted to provide technical and advisory services to the United States Agency for International Development in the Democratic Republic of Congo (USAID/DRC) on the 5-year Mission Strategic Support Program (MSSP). The purpose of MSSP is to provide these services in planning, designing, conducting, disseminating, and learning from the Mission’s portfolios. MSSP assists the Mission with strategy and performance monitoring evaluation and learning tasks, such as data collection and verification, data visualization (including Geographic Information Systems), data quality assessments, impact and performance evaluations, assessments, organizational learning, and collaboration among USAID’s implementing partners. MSSP is also implementing a capacity-building agenda for the Mission and its Implementing Partners, developing a baseline of M&E knowledge within the Mission, and tailoring a curriculum to provide skills development to Mission staff.

SoCha seeks qualified individuals to fill the Collaboration, Learning and Adapting (CLA) and Communications Advisor role.

Scope of Work:
Illustrative Functions of the Position
CLA

  • Facilitate and coordinate events to promote learning and collaboration within the Mission, government stakeholders, and development clients;
  • Oversee creation and management of the USAID/DRC CLA Plan (including a Learning Agenda at the Development Objective and project levels);
  • Support Mission capacity baseline and development plan to include CLA and monitoring skills and measures of increased capacity;
  • Lead CLA- and Communications-related objectives for MSSP;
  • Oversee event planning, facilitation, and support to collaboration and networking within Mission staff, IPs, and development stakeholders, including coordination of communities-of-practice meetings;
  • Develop, improve and adapt learning tools and practices, and ensure learning informs future adaptions;
  • Develop learning products from assessments and evaluations, and produce syntheses documents;
  • Lead CLA activities, coaching individuals, and integrating CLA into team culture;
  • Collaborate with technical offices to identify and address gaps in evidence and programmatic knowledge through learning activities; and
  • Oversee the development of knowledge-sharing platforms through websites, eLearning, and social media.
    Communications:
  • Support MSSP colleagues to ensure high-quality external communication standards for external (and client-facing) documents, reports, presentations, evaluations, assessments, analyses, and learning and communication products:
    • Guide MSSP colleagues to produce products and services which communicate effectively and advance MSSP objectives;
    • Adhere to and propagate USAID branding and marketing standards;
    • Adhere to and propagate high-quality writing, editing, formatting, and visual presentation standards;
  • Support the USAID/DRC strategy development process:
    • Compose and edit presentations, create and incorporate graphics, develop and maintain high-quality visual production standards;
    • Document internal and external consultations;
    • Develop internal and external communications products to advance the strategy development process;
  • Support USAID/DRC to develop templates, tools, knowledge management, and communications systems;
  • Support the design, organization, and execution of various events, trainings, and workshops;
  • Identify and engage local experts to supplement MSSP program: videographers, graphic designers;
  • Provide internal writing and editorial support, document review, and quality control for various monitoring, evaluation, and learning products; and
  • Other tasks as assigned.

    Minimum qualifications and experience:
    The selected candidate will preferably have:

  • Master’s Degree or higher in one or more fields related to organizational learning or development assistance such as public, business or development administration, knowledge management, political science, economics, development studies or closely related, inter-disciplinary fields;
  • 10+ years’ of progressive, professional-level experience in organizational or action learning, development and/or knowledge management;
  • Exceptional communications and interpersonal skills, including digital/remote communication, written, in-person/presentation, and facilitation skills applied within multi-cultural contexts;
  • Experience applying knowledge management theory, practice, tools, and technologies;
  • Experience with monitoring and evaluation within complex international development contexts, in support of resilience, health, economic growth, agriculture and/or democracy and governance programming;
  • Proven competence in client relationship management, strategic thinking, innovation, and effective communication;
  • Oral and written communication and presentations skills in French and English; and
  • Demonstrate ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds.**

Location:
Kinshasa, DRC with travel in the country at times. **
