Project Description:

On January 19, 2023, USAID/Tanzania awarded International Business Initiatives (IBI) and SI a four-year contract for the Tanzania Monitoring, Evaluation, Learning and Adaptation (USAID T-MELA) Activity.

This activity is to assist the USAID/Tanzania Mission with strategy- and activity-level performance monitoring, evaluation, and learning. This activity will also provide data gathering and verification, data visualization (including Geographic Information Systems), data quality assessments, impact and performance evaluations, assessments, organizational learning, and collaboration among USAID’s implementing partners and DO teams. The MEL Support Platform will also implement a capacity building agenda for the mission, developing a baseline of M&E knowledge within the mission and tailoring a curriculum to provide skills development to mission staff.

Position Description:

SI is seeking a CLA Specialist with strong monitoring skills to support USAID T-MELA’s CLA component to foster innovative, tailored CLA approaches to support USAID/Tanzania’s efforts to improve development outcomes, and reinforce practices that encourage openness, knowledge sharing, continuous learning, and improvement. The CLA Specialist will support the Sr. CLA Specialist in managing learning and adaptive program activities across the project. USAID T-MELA anticipates that this position will actively support the USAID T-MELA team in its USAID-IP review sessions, technical training for IPs and GoT and learning events. The specialist will also support USAID T-MELA facilitation of internal USAID CDCS-related strategic review sessions as requested. The position is a full-time position for the duration of the four-year project, and will be based in Dar es Salaam, Tanzania.

Responsibilities:

  • Lead and/or participate in the design and facilitation of highly interactive learning events (both in-person and virtual), such as reflection sessions, interactive presentations and small group discussions, roundtable discussions, and synthesizing and communicating results effectively to stakeholders.
  • Support and provide supplemental analysis and data visualization of qualitative and quantitative research, monitoring and evaluation (M&E) data, prepare reports and presentations for learning events.
  • Provide and/or facilitate training events directed to USAID/IP, GoT, and other participants. The CLA Specialist will work with Snr. CLA Specialist to support USAID to establish and systematize a culture of learning, analysis, and evidence utilization in USAID/Tanzania activities. The CLA Specialist will support Mission and USAID T-MELA knowledge management efforts and will help both the Mission and T-MELA to become more learning-oriented.
  • Provide support to project monitoring and also support specific monitoring tasks (DQA) as time permits.
  • Participate in the synthesis of findings from evaluations, assessments, special studies, and other sources for use in USAID portfolio reviews, project and activity designs, communications, stakeholder coordination, and reporting.
  • Work with T-MELA’s tasks 1, 2 and 4 and the COP to consolidate CLA requests from USAID and or IPs, develop and track implementation of those actions to completion.

Experience:

  • Professional experience in international development or a closely related field is essential, preferably with experience promoting the use of learning to improve program implementation.
  • Hands-on experience in designing and coordinating highly interactive learning events (both in-person and virtual), knowledge sharing exercises, and delivering findings to various stakeholders is required, as is thorough knowledge of the most appropriate facilitation techniques for different audiences and session objectives.
  • Demonstrated ability to effectively interact with local professionals, international donor organizations, civil society and private sector, host country government counterparts, and other implementing partners in developing countries.
  • A combination of one of the following:

o MS/MA/MBA* plus at least 2 years of relevant experience

o BA/BA* plus at least 5 years of relevant experience

  • Degree in field related to organizational learning or development assistance such as social sciences, public, business, or development administration; knowledge management; or another development related field.
  • Knowledge of USAID MEL requirements, CLA framework, Evaluation Policy, Localization, and other initiatives
  • Experience in project monitoring.
  • Proficiency in written and spoken English and Kiswahili required.
