Collaborator for’ programme support and humanitarian advocacy on the region of West’ Africa (Sahel) (h/f/x) At Oxfam Solidarity

What does the function consist of ?
As a collaborator.rice for the’ support to programs and humanitarian advocacy (Thematic Advisor), you are part of the ‘Safe’ team (humanitarian action and advocacy) which includes 5 people. You will be required to collaborate closely with’ other teams in the ‘Programs & Advocacy’ department, but also with the department responsible for managing institutional partnerships, including, the financial managers as well as the people in charge of communication and media. However, your main contacts will be colleagues based in the’Oxfam offices in the countries with which you collaborate: mainly Burkina Faso, mali and Niger but also potentially the Central African Republic or Chad.

Your responsibilities :

Programmatic support to country teams :

  • In collaboration with colleagues in the institutional partnership management department and financial managers, you support country teams in formulating new humanitarian project proposals ;
  • Through regular exchanges with the ‘pays’ teams of’Oxfam and via field visits when it is possible, you follow the projects implemented in your country portfolio. This includes reviewing narrative and financial reports (in collaboration with the’team ‘Finances’), as well as participating in’assessment and’learning exercises. When it is opportune (multi-country projects or projects on the same themes), you facilitate exchanges, learning and coordination between the different countries.
  • In collaboration with the colleagues of the Sustainable team (responsible for sustainable development programs), you strengthen the nexus approach within Oxfam Belgium and in working with national offices.

Support for the’influence strategy of’Oxfam :

  • You monitor, analyze and disseminate the humanitarian, political, social and economic situation as well as the Belgian and European policies towards the 3 countries of the central Sahel (Burkina Faso, Mali, etc, Niger) in particular and other countries in the West’ Africa region such as the Central African Republic and Chad ;
  • In collaboration with Oxfam in Africa and the various (european) affiliates involved, you support the 3 country teams of the central Sahel in the implementation of’a ‘Sahel’ advocacy strategy and transpose it to the Belgian and European levels, in close collaboration with teams ‘pays’, focal point ‘humanitarian advocacy’ in Africa, file managers ‘Sahel’ of the’ team ‘Sustainable’ (responsible for sustainable development programs) , the head of the’ Policy team and the Europe office of’Oxfam International;
  • You maintain the network of our external contacts to ensure that advocacy work is well fed ; you actively participate in external coordination groups on the Sahel ;
  • You speak directly to your advocacy targets in Belgium (members of the Ministry of Foreign Affairs and Cooperation and their administrations, members of parliaments, etc.) and at European level by coordinating with the Europe office of’Oxfam International ;
  • You develop and distribute appropriate’ support material (e.g., internal note, briefing papers, position papers, etc.) and participate in both internal and’external, national and international meetings, by representing Oxfam in the networks ;
  • In close collaboration with the department ‘Public Engagement’, you contribute to develop communication actions and campaigns related to the situation in the Central Sahel.

Other :

  • You may have to represent Oxfam Belgium in various internal governance bodies within the Oxfam Confederation and to participate in internal meetings of Oxfam Belgium, including active participation in relevant cross-cutting collaboration groups ;
  • You systematically integrate the ‘ gender dimension ’ and a rights-based approach into your work.

Your profile :

  • You hold an international and / or humanitarian development master or an equivalent level of skills obtained through your experience ;
  • You have useful professional experience of at least 5 years in similar positions ;
  • You know the specific context of the region ;
  • You have experience in humanitarian ( advocacy ), ideally at Belgian and / or European level ;
  • You ideally have’an experience in the implementation of humanitarian projects in the field or understand the mechanics ;
  • You are bilingual french/english and have an excellent knowledge of dutch.
  • Knowledge of international humanitarian law is an asset ;
  • You are professional.le, reliable, flexible and rigoureu.x.se ;
  • You are willing to travel in difficult security contexts ;
  • You know and identify with feminist principles and a human rights-based approach; your values are closely aligned with Oxfam’s vision and mission (https://www.oxfam.org/en/what-we-do/about/what-we-believe).

Oxfam offers you :

  • A full-time contract (38h) with fixed term, possibility of work in 4/5th ;
  • A gross monthly salary aligned with the NGO sector (min 2.940,53 € and max 4.968,38 € for 30 years of’relevant experience) ;
