Commercialization Officer, Medical Devices and Health Technologies At Path

PATH DRC is known for its vision for identifying innovative and appropriate solutions and to convene influencers in the most impactful sectors of health in the DRC including HIV/AIDS, vaccination systems, digital health transformation, malaria control and elimination, epidemic response, data systems and data use, health advocacy and capacity building of our public sector peers.

PATH DRC is currently looking for a Commercialization Officer in DRC to carry out activities under the new Accelerating Measurable Progress and Leveraging investments for PPH Impact (AMPLI-PPHI) project.

Under the project, the consortium led by Jhpiego in partnership with PATH and Federation of Gynecology and Obstetrics (FIGO), will catalyze early adoption of new and newly recommended drugs (i.e., heat stable carbetocin [HSC], tranexamic acid [TXA] and community distribution of misoprostol) for postpartum hemorrhage (PPH) in 20 high-burden countries (4 target countries [Democratic Republic of Congo, Guinea, India, and Kenya] and 16 influence countries [to be determined]) to reduce maternal mortality from PPH.

The Commercialization Officer in DRC is expected to work closely with and report to the Senior Commercialization Officer in the Medical Device and Health Technology (MDHT) program in Seattle, USA, who is leading the project activities at PATH.

Responsibilities:

He will be responsible for coordinating/managing country-level activities in DRC to make sure the required outputs are delivered with high quality and on time. Key responsibilities of the position are as follows:

• Support collection of market intelligence, data analysis, development of assumptions for market sizing, and development of business cases to incentivize HSC, TXA and misoprostol manufacturers to commit to UNITAID’s Global Access Principles.
• Gather relevant financing strategies and options currently available in the four target countries and help identify those to which the three PPH drugs should be incorporated.
• Help engage the Global Financing Facility and other development partners to identify feasibility of potential catalytic financial resources for drug procurement.
• Understand the pharmacovigilance systems, how Serious Adverse Event (SAE)/Serious Adverse Reaction (SAR) are reported, what types of data are currently reported, what manufacturers’ labeling information are for the three PPH drugs. Work with Jhpiego and FIGO to incorporate identification of SAE/SAR related to the three PPH drugs and proper reporting of those to relevant regulatory authorities into the training programs/materials for healthcare workers. Also, where PV systems exist, develop a report with recommendations on how to leverage the PV systems for the three PPH drugs.
• Support subcontractors who will work on developing value-based guidance for the three PPH drugs and provide interactive workshops to procurement agencies’ staff and on supply chain assessment and optimization and ensure that their activities are completed on time and with high quality results. This might include regularly communicating with them to understand their progress, helping them engage relevant stakeholders, collect data that could augment their work, and support logistics related to workshops.
• As needed, help conduct due diligence analyses of short-listed manufacturers for misoprostol and TXA and monitor selected manufacturers so they will continue to ensure equitable availability, affordable pricing, relevant packaging and standard labeling of the drugs.
• Support dissemination of the knowledge products generated under the project, engaging with relevant stakeholders.
• Regularly communicate with the project lead to update on the progress of the project. Foresee potential risks/challenges, inform the project lead of them proactively, and identify/propose solutions to mitigate them.
• Participate in project meetings and help write reports to the prime or funder as needed.

Required skills and level of effort

• Master’s Degree in Public Policy, Economics, Public Health, business administration, or equivalent advanced degree plus a minimum of five (05) years in market analysis, healthcare management consulting, or other relevant private and public sector experience.
• Experience engaging with both public and private sector partners. Familiarity with pharmaceutical industry a plus.
• Knowledge of health systems, medical products, and regulatory systems.
• Solid technical knowledge of market analysis, including:
• Secondary research/landscape analysis and interviews with key stakeholders.
• Manufacturer due diligence analysis.
• Ability to synthesize findings and translate them into programmatic and policy recommendations.
• Familiarity with maternal health issues and products a plus.
• General understanding about health financing systems and options.
• Excellent verbal and written communication skills in English.
• Demonstrated ability to multi-task and thrive in fast-paced, high-pressure situations.
• Demonstrated ability to develop and maintain close and effective relationships with partnering organizations at local, national, and international levels.
• Proven effectiveness working in a team-based environment, but also capable of working independently.
• Ability and willingness to travel domestically and internationally up to approximately 20% of the time.
