The American Bar Association Rule of Law Initiative (ABA ROLI) was established in 1990 as a public service project of the ABA to promote the rule of law worldwide and has implemented legal reform programs in more than 100 countries. Together with local partners from the public and private sectors, as well as civil society organizations, ABA ROLI designs programs that respond to local needs and that prioritize sustainable solutions to pressing rule of law challenges.

The Human Rights for All Project (DHAP – HRA ), which works in close partnership with civil society organizations, government entities and other stakeholders, aims to strengthen the Guatemalan human rights system so that all citizens are respected and protected. Through advocacy, education, awareness raising and capacity building, the project will promote a culture of respect for human rights to foster Guatemala’s development. The goal of the HRA project is to strengthen Guatemala’s human rights system.

Job Description :
The Communications and Monitoring, Evaluation, and Learning (MEL) Officer will report to the MEL and Communications Manager and work with the Chief of Party (COP), ABA Project teams in Guatemala and DC to support monitoring, evaluation, collaboration, learning, and adaptation activities such as data collection and analysis, ensuring compliance with the Branding and Signage plan, requesting any Branding and Signage waivers for specific activities in compliance with USAID processes, and ensuring Project results and outcomes are communicated in a manner that is tailored to the appropriate audience(s).

Responsibilities :

  • Assist the MEL and Communications Director and partners in the collection, analysis and communication of data associated with the Project indicators;
  • Support the writing of Communications and MEL deliverables;
  • Collaborate with project partners to ensure that indicator data, success stories and other deliverables are completed and submitted on time and with sufficient quality;
  • Support the collection and analysis of qualitative and quantitative data related to project indicators and objectives, and prepare visual material for inclusion in project reports to USAID;
  • Support the Director of MEL and Communications in the design and implementation of the HRA Communications Strategy;
  • Participate in and ensure the timely preparation and design of Communications and MEL reports related to the implementation of the Project; this includes weekly summaries and monthly, quarterly, half-yearly and annual reports;
  • Support the Director of MEL and Communications in updating the ABA ROLI MEL tracking system with HRA progress on output and outcome indicators;
  • Support the training of HRA staff and local partners in communication and MEL tools, methodologies and systems;
  • Support the collection of lessons learned based on the activities implemented;
  • Create, design, edit and produce publications and communication materials;
  • Ensure compliance with the HRA Branding and Signage plan;
  • Support the COP and the Director of MEL and Communications in requesting Branding and Signage exemptions for specific activities in accordance with USAID processes;
  • Support the ABA ROLI DC team to monitor and update the HRA website, create new web pages, publish new newsletters, reports and surveys;
  • Create graphics and images for the website and update all relevant project materials;
  • Assist in the organization of events and promotional activities of the Project and collaborate with partners to optimize results;
  • Perform other duties assigned by the COP and/or the Director of MEL and Communications.

Basic qualifications:

  • Bachelor’s degree in communications, business administration, economics, international relations, applied mathematics, statistics, or other relevant field.
  • At least three (3) years of mid-level experience in communications and/or Monitoring and Evaluation.
  • Experience in designing, conducting, monitoring and analyzing surveys.
  • Experience in writing and reviewing technical reports for international donors.
  • Previous work experience in graphic design, media or publishing will be valued.
  • Experience in training local partners and staff in communication/monitoring and evaluation initiatives and knowledge management.
  • Experience with U.S. Government donors preferred.
  • Knowledge of database management and data analysis preferred.
  • Mastery of Microsoft Office applications.
  • Intermediate and advanced knowledge of MS Excel.
  • Great writing and editing skills.
  • Mastery of English (intermediate).

Preferred requirements:

  • Previous experience in editing and producing publications.
  • Previous work experience in an organization supporting international initiatives.
  • Experience in supporting event coordination and logistics.
  • Demonstrated ability to perform administrative and logistical tasks, follow procedures and comply with regulatory requirements.
  • Familiarity with issues related to the protection of human rights and access to justice in Guatemala.
  • Availability to travel to the project’s target municipalities throughout the country (20% of the time).

  • Support the MEL and Communications Manager with the update of ABA ROLI’s MEL monitoring system with HRA’s progress in output and outcome indicators;
  • Support training for HRA staff and local partners on Communications and MEL tools, methodologies, and systems;
  • Support the collection of lessons learned based on executed activities;
  • Create, design, edit, and produce communications publications and materials;
  • Ensure compliance with HRA’s Branding and Marking plan;
  • Support the COP and MEL and Communications Manager to request Branding and Marking exemptions for specific activities in compliance with USAID processes;
  • Support the ABA ROLI DC team to monitor and update the HRA website, create new web pages, post new publications such as newsletters, reports, and surveys;
  • Create graphics and imagery for the website and update all relevant Project materials;
  • Assist in organizing Project events and promotional efforts and collaborate with partners to optimize results;
  • Perform other tasks as assigned by the COP and/or MEL and Communications Manager.
