About Program

The Australia Awards Timor-Leste (AATL) is a program funded by Australian government through the Department of Foreign Affairs and Trade (DFAT). Since 2000, the Australia Awards scholarship program has been offered for Timorese to undertake tertiary study in Australia. The awards support long-term education in Australia at Bachelor, Masters, and Doctoral levels, targeting priority human resou rce and development needs in Timor-Leste as aligned with the priorities of the Australian development program. Australia Awards Scholarships (AAS) are prestigious international awards offered by the Australian Government to the next generation of global leaders for development. Through study and research, recipients develop the skills and knowledge to drive change and help build enduring people-to-people links with Australia.

Australia Awards are aligned with Australia’s development assistance in Timor-Leste, targeting human resource gaps in identified priority sectors. They aim to provide awardees with the skills and knowledge to drive change and influence economic and social development which should be closely aligned to Timor-Leste’s Strategic Development Plan (2011 –2030).

Approximately 20 scholarships are awarded each year at bachelor’s degree, master’s degree and doctorate levels of study. Scholarship applications are encouraged from people w ith a disability who can apply for a scholarship in any field at either diploma, undergraduate or postgraduate level.

Role

Palladium is the Managing Contractor for the Australian Government’s Australia Awards Timor-Leste (AATL) The objective of the Australia Awards Timor-Leste (AATL) is a program funded by the Australian government through the Department of Foreign Affairs and Trade (DFAT). Since 2000, the Australia Awards scholarship program has been offered for Timorese to undertake tertiary study in Australia. The awards support long-term education in Australia at Bachelor, Masters, and Doctoral levels, targeting priority human resource and development needs in Timor-Leste as aligned with the priorities of the Australian development program.

The Communications and Public Diplomacy Adviser will report to the AATL Team Leader and work closely with the Deputy Team Leader and Communications Officer. The contract term is from 1 A ugust 2023 to 30 June 2024 with up to 3 days of input (subject to extensions).

Location

The role will be a remote-based role on a Short-Term Adviser contract (subject to extensions).

Primary Duties and Responsibilities

Support AATL to review and update the Communications and Public Diplomacy Strategy and action plan, drawing on program lessons learnt and DFAT guidelines and other AATL strategies.
Technical guidance to team to finalise promotional materials, human interest story questionnaire and two short videos.
In periods of absence of Team Leader, support team to ensure Facebook posts meet DFAT standards and expectations.

Key Competencies

Tertiary qualifications in Communications/ Public Relations/ Journalism/ Marketing or similar area.
Experience in developing communications and public diplomacy strategies.
Experience with media and marketing design, graphic design and digital communications.
Experience working on Australia Awards programs, experience in Timor-Leste advantageous.
Work planning and prioritisation including ability to show initiative, to be adaptable and dependable.
Demonstrated ability to coach and mentor Locally Engaged Staff.
