1. Background

Global estimates of child labour 2020 indicate that, for the first time in 20 years, the absolute number
of child labourers has increased. This increase from 152 million in 2016 to 160 million in 2020 can
be attributed entirely to sub Saharan Africa, where the number of child labourers increased from 72.1
million (22.4 per cent of children) to 92.2 million (23.9 per cent) of children. As a result, the continent
now has more child labourers than the rest of the world combined. These figures do not include the
impact of the COVID 19 pandemic, which has likely further worsened the child labour situation in
many countries in the region.
The ACCEL Africa project aims to accelerate the elimination of child labour in Africa, through targeted
actions in selected supply chains. It takes an innovative systems approach to addressing child labour,
moving away from project based downstream interventions to focus on strengthening existing
systems that are critical to addressing the root causes of child labour.
While Child labour remains a major global challenge, affecting millions of children around the world,
progress has been accelerated to address this issue, it remains essential to raise awareness. With this
understanding, this initiative aims to strengthen the capacity of ACCEL Africa staff to communicate
results effectively.

  1. Overall objective of this assignment

The main objective of this process is to recruit a specialized communication consultant to support
the ACCEL Africa Kenya component on actions related to visibility and communications for the
project’s kick off phase.

3. Specific objectives

  • To strategically position ACCEL as a pioneering initiative that adopts a systems approach
    towards the elimination of child labour.
  • To comprehensively articulate the pervasive challenge of child labour within the tea and
    coffee supply chains in Kenya. This involves a detailed analysis and presentation of the current
    situation through different type of communications products, focusing on impact.
  • To enhance the visibility of ACCEL’s efforts in combating child labour and to foster greater
    collaboration with key stakeholders. This includes showcasing successful events, encouraging
    partnership and support.
  • Support with media relations in all ACCEL Activities.

4. Expected product

Note that all tasks should be completed in English in a final version, no editing services will be
provided. All products should be accompanied by endorsements letters by video recorded or
photographed individuals as per the JUR Department of the ILO. All items should use the ILO

  1. 1 documentary video of 5 6 minutes showcasing the ACCEL Africa project in the context of
    child labour in Kenya’s intervention area
  2. 6 interview videos of 1.5 3 minutes showcasing tripartite constituents and close community
    level partners of ACCEL Africa in Kanya
  3. 3 event videos of 5 6 minutes showcasing quotes from participants, and main overview of 3
    different events to be organized in Kenya
  4. 100 high quality photos of end beneficiaries: Children, women and men at work, and
    communities in the areas of intervention of the project
  5. 150 high quality photos of 3 different events to be organized in Kenya, showcasing event
    participants’ contributions
  6. 10 social media cards showcasing quotes from events participants and 20 social media posts
    accompanying the cards
  7. 6 impact stories from project expected beneficiaries showcasing their current living conditions
    and hopes
  8. 3 press releases reporting on 3 events to be organized in Kenya.
  9. 2 press releases on Child labour in Kenya, to create awareness, educate on the various rules,
    policies and guidelines in line with Child labour issues.

5. Calendar of deliverables

This assignment is not full time, the contract will be for a total of 45 working days over the period
15 March – 30 July 2024.

6. Profile of the consultant

  • Has carried out similar capacity development activities for staff of UN or other development
    organizations.
  • Has at least 5 years of relevant work experience in communications for development
    Proven expertise in strategic communications, particularly in the context of social impact
    initiatives and international development.
  • Strong background in content creation, media relations, and stakeholder engagement.
    In depth understanding of the tea and coffee supply chains in Kenya and the associated
    challenges of child labour.
  • Demonstrated ability to synthesize complex information into clear, compelling narratives.
    Experience in working with multi sectoral stakeholders, including government agencies,
    NGOs, and the private sector.
  1. Supervision

The consultant will work under the guidance of Ms Hellen Rintari, National Project Coordinator for
ACCEL Africa in Kenya.
