ABOUT ACTION AGAINST HUNGER’S MINDANAO FLOODING EMERGENCY RESPONSE

As Mindanao faces the aftermath of devastating flooding and landslides, Action Against Hunger is actively engaged in providing immediate assistance to affected communities. The recent heavy rainfall, as forecasted by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on January 18, 2024, has caused significant damage across several provinces, including Agusan del Sur, Davao de Oro, Davao Del Norte, and Davao Oriental, impacting approximately 1.1 million people and displacing 354,000 individuals.

Action Against Hunger has been on the ground since February 8 to identify the immediate humanitarian needs of those affected. Our Mission Emergency Response team has been coordinating with local authorities and partners to address the immediate needs of communities in distress. We have established contacts and partnerships in the affected provinces, enabling us to respond effectively and efficiently. As assessments continue and the need for assistance grows, Action Against Hunger is gearing up to provide vital relief to those affected.

Action Against Hunger is initiating an emergency response to support flood-affected communities in the Davao Region. We will provide immediate humanitarian aid in water, sanitation, & hygiene (WASH), food security & livelihoods (FSL), and mental health & psychosocial support (MHPSS) starting February until April 2024.

SCOPE OF WORK

The communications consultant will be working closely with the Head of Base, Head of Project based in Tagum, as well as the Communications Officer based in Manila. The scope of work are:

  1. Document project activities of Mindanao Flooding Emergency Response, and produce quality photos consistent with Action Against Hunger’s brand while focusing on cross-cutting themes i.e. gender, climate change, etc.
  2. Conduct qualitative interviews with beneficiaries, and/or affected community members, stakeholders, or partners, and produce quality articles for human interest stories.
  3. Document Mindanao Flooding Emergency Response into one (1) high-resolution packaged video in three key focus: WASH, FSL and MHPSS
  4. Ensure that all communication outputs comply with donor visibility requirements

COORDINATION

  • Coordinate with Head of Project on security and agenda.
  • Coordinate with Head of Project and project staff when interviewing identified beneficiaries.
  • Coordinate with Comms Officer on project visibility guidelines and minimum requirements.

DELIVERABLES

Action Against Hunger will require from the communications consultant the following:

  • At least three (3) photo stories following an impact story, with at least 20 high resolution photos with respective donor and Action Against Hunger visibility; must have informative captions per photo, and corresponding signed consent forms.
  • At least two (2) written human-interest stories / feature articles. Each article must have:
    • A minimum of 400 words
    • At least twenty (20) high resolution photos with donor and Action Against Hunger visibility
    • Signed consent forms.
  • At least six (6) accomplished social media content forms with:
    • A minimum of 150 words
    • At least twenty (20) high resolution photos with donor and Action Against Hunger visibility
    • Can be same content as written human-interest stories
    • Signed consent forms.
  • Three high-quality packaged 3-minute videos focusing on an impact/human-interest story consistent with both donor and Action Against Hunger branding for each of the following key themes:
    • Water, Sanitation, & Hygiene
    • Food Security & Livelihoods
    • Mental Health and Psychosocial Support
  • One (1) high-quality packaged 5-minute omnibus video of the three aforementioned videos.
  • All raw photos and videos, including signed consent forms, must be turned over to Action Against Hunger Communications Department upon end of contract.

TIMELINE OF ENGAGEMENT

Total consultancy days: 15 days in a month, in an on-call setup (based on work plan to be agreed between Action Against Hunger and consultant).

OBLIGATION OF ACTION AGAINST HUNGER

Action Against Hunger will provide:

  1. Relevant documents, primer, code of conduct, PSEA, security in the field, and other relevant institutional and program documents.
  2. Consultant will be integrated as part of the project implementation team
  3. Transportation support from Action Against Hunger Office to-and-from field visit/activities only.
  4. Oversight to consultant
  5. Payment of the consultant upon successful completion and submission of agreed documents

KEY COMPETENCY OF CONSULTANT

The consultant has preferably the following key competencies:

  1. Excellent written and oral communication skills in English, Tagalog, and Bisaya.
  2. Excellent storytelling skills in written and visual formats.
  3. Working knowledge of Microsoft Office applications.
  4. Proven experience in producing high-quality photographs and videos in the humanitarian/development field (must provide portfolio)
  5. Familiar with branding and visibility guidelines of Action Against Hunger, U.S. Agency for International Development (USAID), EU Humanitarian Aid (ECHO), and the Swedish International Development Cooperation Agency (SIDA) is a plus.
  6. Ability to work under pressure and adapt to an evolving and complex humanitarian context and within multidisciplinary and different cultural background teams.

CONDITIONS

  • Consultant will provide their own camera equipment and translator.
  • Consultant will provide for their own accommodation.
  • Consultant will provide for their own transportation.
  • Consultant must strictly comply with Action Against Hunger Security protocols.
  • All outputs must comply with Action Against Hunger Branding and Visibility Guidelines, and policies on Data Protection, Child Protection, Safeguarding, Gender, and other related policies.
  • The consultant should be available to work on weekends if needed.

TENTATIVE WORKPLAN

Briefing: March 8, 2024

  • Review project documentation provided by Action Against Hunger.
  • Familiarize with branding guidelines and visibility requirements.
  • Set up communication channels with the Head of Project and Communications Officer.
  • Plan travel arrangements to Tagum.

Day 1: March 11, 2024 – Document distributions and donor visit

Day 2-4: TBD

  • Visits to intervention areas.
  • Capture high-quality photos of project activities related to WASH, FSL, and MHPSS.
  • Conduct interviews with beneficiaries and community members for human-interest stories.

Day 5-8: TBD

  • Collaborate with project staff to identify key stories and beneficiaries for video documentation.
  • Film footage highlighting the impact of the project activities, focusing on WASH, FSL, and MHPSS.
  • Gather additional interviews and b-roll footage to supplement the video narrative.

Day 7: TBD

  • Submission of video storyboard draft

Day 9-12: TBD

  • Compile and organize raw photo and video footage.
  • Draft captions and narratives for photo stories and video.
  • Begin editing video content

Day 13-15: TBD

  • Complete editing of the packaged video, including subtitles and music.
  • Package all deliverables according to Action Against Hunger’s specifications.
  • Submit all finalized photos, videos, articles, and social media content to the Communications Department.

Note: The exact schedule may be subject to adjustments based on project requirements and logistical considerations. Regular communication with the Head of Project and Communications Officer will ensure alignment with project goals and timelines.

Payment Terms are as follows:

  1. 50% upon signing of contract
  2. 50% upon completion of all validated deliverables required.
