Communications Consultant – Syria Response

Terms of Reference

September – November 2022

CARE Syria requires communications support to produce high-quality products to enhance fundraising for its projects and increase awareness around the ongoing conflict in Syria.

CARE is a leading humanitarian organization fighting global poverty. We place special focus on working alongside poor women because, equipped with the proper resources, women have the power to help whole families and entire communities escape poverty. Women are at the heart of our community-based efforts to improve basic education, prevent the spread of disease, and increase access to clean water and sanitation, expand economic opportunity and protect natural resources. We also deliver emergency aid to survivors of war and natural disasters, and help people rebuild their lives.

Scope of Work:

The Syria Response Communications Consultant will provide technical leadership and support to the country offices working on the Syria Response towards achieving regional communications objectives and managing communications, media and public affairs, in addition to building CARE’s reputation and influence with key audiences. The Communications Consultant will strengthen content to enhance support and engagement and will drive staff engagement communications which contributes to organizational effectiveness. The position holder will ensure productive and quality work across the Syria Response countries in focus areas that include: donor and public engagement communications, media communications, advocacy communications, emergency communications and internal communications.

  1. Consultancy outcomes and deliverables

The Communications Consultant will work on the following deliverables:

  1. Communications Strategy Implementation
  • Lead and implement an integrated communications strategy for the regional Syria crisis in consultation with key stakeholders;
  • Advise country offices in communications strategy planning processes to ensure alignment with regional and global communications, public engagement, and advocacy communications priorities;
  • Sharing input with regional leaders and towards global communications strategy development and management.
  1. Reputational Management, Media & Communications
  • Lead and facilitate communications and media initiatives that build and protect the reputation of CARE across country offices related to the Syria crisis, especially at times of emergency and crises;
  • Develop and strengthen content, messaging and positioning for CARE in the sub-region by reflecting the region’s value propositions around key sectors and in alignment with regional advocacy and gender strategies;
  • Point of contact on all media matters and facilitate and co-ordinate strategic media coverage and CI/CMPs requests, especially during emergencies. Act as spokesperson where appropriate;
  • Pro-actively seek and facilitate strategic media coverage among designated target media in the region to illustrate CARE’s presence and expertise, with attention to gender-in-emergencies, where possible;
  • Support CARE COs and partners in their outreach efforts to media outlets and arrange interviews for designated CARE spokespeople;
  • Manage media matters in relation to CI/CMPs, VIP visitors, and advise management on sensitive media issues and their potential risks, ensuring coordination with relevant CARE stakeholders.
  1. Ensure all products are ready for the International Day of the Girl, 16 Days of Activism, and the winter preparations with blogs, stories, videos

2) Scope and Level of Effort of the consultancy

The Communications Consultant will be home based formally reporting to the CARE Syria Country Director and technically to the Regional Communications Advisor. The consultant will work in close collaboration with the other communications focal points in the region, especially in CARE Turkey and CARE Jordan.

The LoE will be 90 days in September, October and November, finishing the consultancy on 30 November 2022.

3) Profile

Education: University Degreein communications, social work, humanitarian studies;

Work Experience: Approximately 4 years working in a humanitarian or development setting (in a conflict and/or displacement situation) with an NGO or International Agency and 4 years in other media and communication fields;

Job requirements:

  • A steady track record working with international NGOs on communications and branding, including online and printed media, and events.
  • Understanding of the complexities and sensitivities of working in a conflict zone.
  • Political savvy.
  • Good people- and negotiation skills.
  • Creativity.
  • Experience with mapping, graphics and other media.
  • Knowledge of Adobe Creative Suite (esp. Final Cut, Illustrator, Photoshop and In Design).
  • Experience working with local stakeholders such as local and international NGOs, CBOs, government, academic institutions, etc.
  • Strong writing skills. Able to attract a variety of audiences with written texts.
  • Extremely organized with ability to work on several different tasks under pressure.
  • Good motivational and team-building skills.

  • Monthly billing based on actual days worked and reimbursement
