Proposal Summary:

The primary goal of the Kiribati Cross-Cutting Program Support (CCPS) Project is to provide support for the implementation of the Millennium Challenge Corporation’s Threshold Program in Kiribati. The CCPS project will support improvement efforts at the Ministry of Employment and Human Resources, and provide monitoring and evaluation assistance, travel support and a communications function for the compact. The project will run for three and a half years and is scheduled to start in April or May, 2024.

Position Summary:

The Communications Coordinator will compile information from the organizations implementing threshold projects and package it for dissemination to the public. The Coordinator will maintain a Facebook page for the threshold program and regularly post updates on progress. The Coordinator will create graphics, videos and presentations to communicate with the public and other stakeholders about progress. The Coordinator will organize a day-long thought session at the October, 2024 threshold program learning event in Fiji to work with stakeholders to develop a plan for future compact communications efforts. The position will require two trips each year to Fiji and one trip to the United States over the three and a half year project period. Note that this position will require a 6-12 month probationary period. The Communications Coordinator will work from an office in the Ministry of Employment and Human Resources in Tarawa. This position is contingent upon award.

Responsibilities:

  • Build effective working relationships with all Threshold program implementers and stakeholders.
  • Maintain a Facebook page to communicate with the public about the compact.
  • Create social media posts, press releases, radio segments, graphics, videos and presentations to communicate with stakeholders and the public about threshold program progress.
  • Develop content suitable for posting on the relevant Government of Kiribati websites such as those of the Ministry of Employment and Human Resources and the Ministry of Education.
  • Ensure all communications are executed in a manager appropriate for the Kiribati culture and context.
  • Monitor social media for mentions of the threshold program.
  • Convene monthly meetings of stakeholders to discuss communications opportunities.
  • Help coordinate other meetings of senior stakeholders as needed.

Qualifications:

  • Bachelor’s degree.
  • Familiarity with social media platforms such as Facebook required.
  • Experience creating social media posts, press releases, presentations, graphics and/or videos preferred.
  • Excellent written and spoken English skills required.
  • Fluency in the Kiribati language required.
  • Strong understanding of how to get things done in the Kiribati context required.
  • Ability to interact successfully and professionally with senior Kiribati officials required.
  • Results-oriented with the ability to be flexible.
