ROLE PURPOSE:

The Communications and Media Officer (CO) will support the West Bank field office in the design and development of project related communications and media needs including reporting requirements related to programming and the emergency response activities supported by the ACCM team. The post-holder will work in close coordination with the ACCM manager to lead on or support the development of high quality products to strengthen the voice of children and to support the Country Office advocacy efforts towards government and other duty bearers, within Palestine and in other markets, working in coordination with the Gaza Communications and Media officer where relevant. The post holder will support emergency responses, supporting the communication component related to emergency response plans, and be ready to deploy in the event of emergencies in the oPt. In such events, the CO may be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

Key Area 1: Communications

  • Working with West Bank (and Gaza) program, advocacy and campaigns team, develop a detailed communication plan with clear target audiences.
  • Support in defining budget and resource requirements for comms and media interventions.
  • Develop a communications and editorial calendar with key strategic moments to communicate externally and internally throughout the year.
  • Lead on key messaging and support with Speaking Out guidelines for the West Bank, for use in country and global communications.
  • Build strong working relationships with communications and media colleagues across country, regional and global teams, and manage freelancers where necessary (eg designers, photographers).
  • Identify strong stories, case studies and other comms opportunities from program work to build brand and trust among key audiences. Ensure stories are also shared with the Regional Office and global team for global amplification.
  • Support the development of communications materials in English to reflect the situation of children in the oPt, for use in programme, Develop materials in English and Arabic for advocacy and campaigns, including materials for engagement with donors, and supporting the development of Q&As and updating comms packs.
  • In coordination with the Gaza Office, support country office communications, campaigns, advocacy and media plans and activities as assigned by the ACCM Director.
  • Administer and support related procurement processes needed for communication activities including; ToRs development, requests for quotations and tenders for communication material.
  • Work with teams to ensure quality, compliance with organizational guidelines and appropriate content and review all oPt communication materials.
  • Respond to ad-hoc information requests from Save the Children staff members, or SC member organizations, as requested.
  • Contribute to SCI social media websites’ development, content and management, as needed.
  • Build a CO social media plan and coordinate its implementation, tracking and posting content, sharing stories identified through programmes and working closely with the Gaza Comms and Media Officer.

Key Area 2: Research and Documentation

  • Support the development of factsheets and Q&As. Develop and or support the production of social media content.
  • Conduct regular interviews and/or focus groups with children and families reached by the SCI and other interventions.
  • Support the documentation and visibility needs for all programs (case studies, short stories, photographs, video’s, branding and visibility etc) centering children’s voices, in liaison with other functions in the country office, which are in line with the overall CO advocacy strategy.

Key Area 3: Branding and Visibility

  • Ensure understanding and compliance of Country Office and partner branding and visibility requirements.
  • In coordination with the Gaza CO, support Save the Children partners by providing them with training in developing; communications and visibility plans for their project; skills of interviewing children in line with SCI Child Safe Guarding Policy.
  • Review visibility materials for external audiences produced by the CO before they are shared with the ACCM Director for sign off
  • Provide support to Save the Children staff in building their capacity in the field of communications, documentation and visibility.

Key Area 4: Program Development and Emergencies

  • Support the CO program development efforts, in terms of providing input for concept/proposal writing, ensuring communication activities are included and have the appropriate budget lines, with the support of the ACCM Director and A&C Senior Officer.
  • Leads the SitRep development in times of declared Humanitarian/Emergency Responses.
  • Ensure Save the Children member requests are being met in terms of communications content for profiling the emergency on media and communication channels.

Key Area 5: Ready to work to respond to any natural disaster or emergency situation anywhere in oPt

  • In the event of an emergency support the implementation of Save the Children’s emergency response activities as needed.
  • Support SCI by providing input to the preparation of emergency concept notes and proposals including budgets for SCI emergency programs in Gaza.

QUALIFICATIONS

University degree in Social Sciences, Journalism & Media, or related fields.

EXPERIENCE AND SKILLS

Essential

  • At least 3+ years of similar experience in a recognized local or international agency in oPt in a communications-related role.
  • Previous experience in communications, design, photography, audio or video content creation and editing.
  • English fluency.
  • Strong communication and interpersonal skills.
  • Ability to manage a complex and diverse workload and to work to tight deadlines.
  • Ability to contribute to a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as required.
  • Ability to conduct interviews with children and families and to record primary statements.
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
  • A full appreciation of the value of co-operation, both internationally and within a team environment.
  • Understanding of Save the Children’s vision and mission and a commitment to its objectives.
  • Commitment to Save the Children’s values.

• Arabic language skills.
