TITLE: Communications Officer

UNIT: Philippine Office Youth Leadership for Democracy (YouthLed) Project

REPORTS TO: Chief of Party (COP), YouthLed Project Team

Position Description:

The Asia Foundation (TAF) is in search of Communications Officer for the “Youth Leadership for Democracy” project also known as YouthLed, a USAID-funded initiative of TAF. The YouthLed program aims to strengthen youth participation in democratic governance. It promotes youth leadership as an important element of representative democracy and the youth sector as a core actor and concern in vibrant and resilient democracies. The program will advance youth leadership and youth sector political engagement in the Philippines through three interrelated components: increasing the leadership capacity of youth; strengthening networks for youth participation in governance; and translating civil education into civic engagement.

The Communications Officer will lead the YouthLed Team to A) ensure alignment of communication objectives, strategy, and design of YouthLed and its partners with TAF and USAID, B) collaborate with YouthLed team and communications partner to develop and implement an effective communications strategy based on YouthLed target audience.C) seek opportunities to enhance the reputation of the YouthLed brand, and coordinate publicity events, and D) write, edit, and distribute content, including publication and content design, press releases, website content, online content, social media content, annual reports, speeches, and other communications material that focus on the organization’s activities, products and/or services in relation to Youth, Leadership and Democracy

The Communications Officer supports the Chief of Party (COP) and the Youth Leadership Development Specialist (YLDS) in the design and management of YouthLed Communications component.

The Communications Officer serves as the day-to-day lead staff in charge of communications-related tasks and activities. S/he shall also maintain regular contact with TAF’s Senior Management in providing updates on communications related activities and updates, as well as ensuring that partners and sub-recipient of TAF adheres to the communication strategy of the YouthLed Project.

Internal

Regular interaction with YouthLed Project Team members, staff from other Foundation programs, Country Representative, Deputy Country Representative, Grants and Finance staff.

External

Maintains regular contact with YouthLed Project partners and subgrantees, participants, beneficiaries, and development partners for information exchange, monitoring, and collaboration. Attendance in meetings, conferences, and external workshops as appropriate.

REQUIREMENTS

Experience

  • Minimum of three (3) years of professional experience in communications management and implementation of communications strategy
  • Advanced and demonstrated experience with USAID Communications Strategy (and other donor agencies) standards and system is a must;
  • Has solid knowledge and familiarity of youth sector, democracy initiatives, youth coalitions, local and national government agencies, business industry, civic education, and the civil society.

Education

  • Degree in the field of development communication, journalism, communications research, or mass communications is required.

Other

  • Ability to work constructively with persons of diverse religious, cultural, and social backgrounds
  • Ability to work impartially with sectors involved in youth development
  • Must have a strong track record of working independently and in a diverse team environment
  • Strong attention to details and ability to multi-task, highly organized and efficient
  • Superior spoken English, writing skills, time management, and organizational skills;
  • Basic knowledge in spoken and written Cebuano, Hiligaynon, Ilocano, Bicol, and/or other Philippine languages is a must;
  • Excellent capacity to handle information with diligence
  • Proficiency in MS Office applications, especially Excel and Word, and design and publishing softwares
  • Knowledge of the programs and operations of The Asia Foundation, USAID or similar international development organizations is helpful.

JOB FUNCTIONS

Project Support

  • Ensure alignment of communication objectives, strategy, and design among YouthLed partners
  • Collaborate with YouthLed team and communications partner to develop and implement an effective communications strategy based on YouthLed target audience.
  • Ensure proper implementation of YouthLed communication plan in coordination with the communications partner
  • Content Management and Development: Write, edit, and distribute content, including publication and content design, press releases, website content, online content, social media content, annual reports, speeches, and other communications material that focus on the organization’s activities, products and/or services in relation to Youth, Leadership and Democracy.
  • Media Management: Respond to media inquiries and arrange interviews; establish and maintain effective relationships with journalists and maintain a media database.
  • Maintain records of media coverage and collate analytics and metrics.
  • Social Media Management: content development for YouthLed social media pages.
  • Social Media Monitoring: Monitoring of YouthLed traction and mentions in social media
  • Seek opportunities to enhance the reputation of the brand, and coordinate publicity events as required.
  • Proficiency in design and publishing software.
  • Manage conflict as it arises and escalate to management.
  • Support the COP and YLDS in the implementation of the project research activities.
  • Produce high quality reporting outputs (monthly/quarterly and annual)
  • Assist in the review and development of the program framework and relevant data collection systems as required by partners
  • Provide for general communication support services for YouthLed

Other Responsibilities

  • Provide support to other ongoing programs and activities of the Foundation as may be necessary and as requested by programs concern.
  • Perform such other functions as may be directed by the COP.
  • Create staff development plan on implementation of communication strategies for the program
