Community Animation and HR Admin Management Officer At French Red Cross

Job

ENSURE THE ANIMATION OF THE POOL OF RESPONSE TEAMS

  • Develop and maintain regular communication using various communication media
  • Coordinate events relating to network animation, temporary regional gatherings, social activities, etc.
  • Contribute to and improve the animation strategy, propose developments by adapting to the pool
  • Organization and hosting of face-to-face and remote events
  • Moderation of dedicated communication spaces

ENSURE THE ADMINISTRATIVE MANAGEMENT OF THE CENTER AND THE EMERGENCY TREATMENT POOLS

  • Management of generic email boxes for the pole
  • Management of individual ERU and RR files
  • Monitoring of ERUs and RRs (overall deployment availability, commitment project, training project, etc.) according to the established strategy (frequency and method of contact)
  • Administrative management of recruitment campaigns

SUPPORT THE ORGANIZATION OF TEAM DEPLOYMENT

  • Ensure the link with volunteers, coordination of the operation and the pool during deployment
  • Serve as the primary point of contact for volunteers before, during and after deployment on HR and mobility aspects
  • Support the coordination of the operation and the referents in the identification of suitable profiles
  • Ensure administrative management of the deployment in conjunction with the DRHE in the event of contractualization
  • Efficiently manage all administrative documentation related to deployments, in compliance with DRHE requirements
  • Ensure regular monitoring of volunteers deployed in the field on HR aspects
  • Ensure compliance with deployment rules and procedures in accordance with the SoPs of the Movements and the CRf, the compliant completion of performance evaluations, the monitoring and archiving of HR documents related to the mission

PARTICIPATE IN THE INTERNATIONAL CRISIS AND EMERGENCY MANAGEMENT CYCLE

  • Participate in the development and updating of internal crisis management procedures and plans
  • Participate in raising awareness among the various departments of the procedures and operation of the center and in carrying out crisis simulation exercises
  • Contribute to the information, geopolitical and situational (disaster) monitoring of the center, allowing the CRF to anticipate emergency actions
  • Maintaining permanent links with counterparts from other actors in the Red Cross Red Crescent Movement
  • Take part in crisis coordination in the event of activation of emergency response procedures
  • Participate in meetings with internal and external stakeholders to the CRF to ensure a coordinated response
  • Provide support to other pole referents when the operational context requires it
  • Contribute to the preparation of status reports and funding requests
  • Take part in the documentation of actions and decisions taken during emergency management as well as the archiving and management of reference documents for each operation
  • Assist in the writing of post-emergency reports to assess the organization’s performance and in the analysis of lessons learned
  • Participate in the implementation of organizational learning processes to improve future preparedness and in the sharing of knowledge and good practices within the organization
  • Provides support for training organized by the International Emergency Department
  • Participates in cross-functional work initiated within the international HR department

  • Level 1 diploma in the fields of project management, international relations, human resources.
  • Excellent planning, organizational and priority management skills;
  • Ability to work dynamic schedules, occasionally weekends, and adapt to constantly changing environments;
  • Diplomatic and patient, ability to work in a team and in functional relationships;
  • Interpersonal and communication skills;
  • Strong autonomy in the management of assigned activities;
  • Proficiency in IT tools (proficiency in Google Workspace would be an asset);
  • Strong motivation for the challenges of international solidarity;
  • Good analytical and synthesis skills and good writing skills;

Fluent French and English essential, a third language is an asset;
