Community Development Delegate in Mali At Spanish Red Cross

From the Spanish Red Cross we seek to incorporate a Community Development delegate into the Spanish Red Cross (CRE) delegation in Mali with the aim of monitoring the projects in execution, as well as the identification and formulation of new projects in coordination with the Malian National Society. The functions to be performed will be:

 You will coordinate and supervise the adequate technical/economic execution of the projects in progress financed by Spanish cooperation and other donors.
 You will coordinate the technical/economic part of the Malian Red Cross for the management and planning of development and humanitarian aid activities.
 You will coordinate with the managers and technical departments of the Malian Red Cross, public authorities, international organizations and other public/private organizations.
 You will supervise the execution and technical justification of the projects in compliance with the regulations of the Spanish Red Cross, and other donors.
 You will supervise and prepare the technical and financial reports in Spanish and French (depending on the donor) of the projects under the responsibility of the CRE Delegation in Mali, according to the internal formats and procedures of CRE and the financing entities.
 You will identify and formulate new project proposals in different areas of the country, in accordance with the requirements posed by the main traditional donors (European Union, Spanish Agency for International Development Cooperation, … etc.), local and Spanish regional ones.
 You will support the CRE Delegation in Mali depending on the volume of work and those tasks that could be identified from the CRE Delegation and Central Office.

The essential requirements requested are:

 Bachelor’s degree, Diploma or Degree or equivalent experience.
 At least 1 year’s work experience in managing international cooperation development projects and/or humanitarian action according to the project cycle: identification, formulation, execution and justification.
 At least 1 year’s experience in management, coordination, organization and planning of local staff teams.
 Knowledge of the regulations of the main funders.
 Knowledge of the Logical Framework Approach and Cooperation.
 Level C1 of French, spoken and written (a test will be carried out).
 Mastery of the Windows environment (Microsoft Office, Internet, etc.).

In addition, interested persons must be in possession of the necessary documentation according to Spanish labor legislation to be able to be hired if necessary.
