Community Development Delegate in Panama (El Darién) At Spanish Red Cross

We are seeking to incorporate a Community Development delegate into the Panama Delegation, based in El Darién, with the aim of managing the projects that are currently being implemented in that area through DG ECHO, AECID and decentralized financing, giving continuity to the coordination of activities and the preparation of final reports to the donor.

What will your duties be:

• You will manage, coordinate and monitor, both the technical and economic aspects, of CRE projects and its partners in accordance with the procedures, formats and regulations of the Spanish Red Cross, the Panamanian Red Cross and the funders (mainly AECID and ECHO) for the correct operation and management of the project.
• You will support the CRE delegation and host National Society, European National Societies, International Federation of the Red Cross.
• You will propose improvement actions and corrective mechanisms if necessary, promote good practices and compile lessons learned, as well as any other documentation that may be required.
• You will coordinate and ensure proper management of the resources assigned to the project, as well as ensure supervision of activities in accordance with the necessary security measures and with the available material and financial resources.
• You will coordinate with other relevant actors for the different areas of the project (local, state, national and international non-governmental actors, etc.).
• You will prepare the corresponding technical and financial reports of the project on a regular basis, trying to obtain photographic and audiovisual material.
• You will coordinate with the CRE delegations in the area to ensure homogenization of the most general approaches at a regional level, when possible and/or necessary.
• You will represent the Spanish Red Cross and promote coordination with the different members of the International Red Cross Movement relevant to the projects, in order to ensure the national and compiled vision of the intervention, in coordination with the person responsible for the CRE Delegation in the country.
• You will perform any project-related tasks that may be required.
• You will perform any other tasks or functions that may arise and that the Central Office considers part of the development of this mission.

  ESSENTIAL REQUIREMENTS:

• Degree, Diploma, Bachelor’s Degree or equivalent experience in the field of international cooperation
• Minimum of 1 year of field experience in international cooperation project management.
• Experience and knowledge of management in the different phases of project management according to the logical framework approach.
• Experience in team coordination.
• English knowledge level B2
• Knowledge of Logical Framework applied to project management

  VALUABLES:

• Training in International Cooperation: Disaster Risk Management, Cash Transfer Programs, Migrations and Community Participation…
• Formation of the International Red Cross and Red Crescent Movement: IMPACT
• Knowledge of CRE and its procedures for project identification, monitoring, justification and control
• Knowledge in Migrations, people on the move.
• Minimum 6 months experience in Humanitarian Aid projects
• Experience managing and coordinating people and materials.
• Previous experience in CRE delegations.
• Previous field experience with the Red Cross and Red Crescent Movement.
• Experience in coordination with authorities and other participating entities.
• Previous experience in projects funded by AECID and/or ECHO
• Experience in living in difficult or isolated conditions: It is necessary to be flexible and have the ability to adapt to unforeseen events and sudden changes in context
• Mastery of Windows Environment (Microsoft Office, Internet, …).
• People orientation.
• Be an active Red Cross employee or volunteer or belong to one of the vulnerable population groups included in the Red Cross Employment Plan.
