Overview of position:

  • Our client has commenced a stabilization in 3 regions of Burkina Faso. These are taking place in Sahel, north & east. The program involves supporting the government (govt.) in its efforts to enable people return to their homes & rebuild their lives after months of conflict. The main focus of the interventions are rehabilitating of basic services such as health, water & education. Alongside this our client will implement a large scale Cash for Work (CfW) program in the targeted areas. The civil works will involve the use of local contractors.
  • During the stabilization program there will be constant engagement with local communities in terms of getting a deeper understanding of the causes of conflict, the challenges the community & agreeing interventions including CfW activities, supporting small scale business & enhancing the capacity of women to address their specific concerns. Supporting CfW will be an increasing important element of the program.

Role objectives:

  • The overall objective is to support the our client’s stabilization project in specific areas of Burkina Faso for developing community activities which contribute to helping communities restart their lives after the experience of the conflict.
  • The Community Finance Officer will visit local communities in the program areas, hold meetings with representatives of these communities & develop specific responses to immediate needs faced by the people as they try to rebuild their lives after the impact of the conflict.
  • The Community Finance Officer will meet with relevant authorities on the technical level & align their needs within the implementation phase.
  • The Community Finance Officer will be responsible for assisting with community programs including CfW, cash grants for women headed households & supporting small business enterprises.
  • The Community Finance Officer will be responsible for ensuring all payments to community members are done in a open & transparent manner reflecting good practice in this area.
  • Once program participants have been selected & verified, collect details for each selected participant on the template provided by our client.
  • Participant verification & registration can be done simultaneously or during separate community visits.
  • Using relevant reporting format developed by our client, the Community Finance Officer interviews participants to confirm they have received payment as intended.
  • Using relevant reporting format the Community Finance Officer engages with CfW participants to understand the results, impacts & consequences of participation in CfW & cash transfer, & how money earned impacts on individual & household context.
  • Particular attention to impacts for women & youth required.
  • The Community Finance Officer, using required format, interviews participants to listen to their views on our clients CfW & cash transfer pilot activities, whether these were appropriate & relevant & key lessons for follow on activities.
  • Particular attention to lessons related to encouraging women & youth participation required.
  • The Community Finance Officer interviews community stakeholders (e.g. community leaders, religious leaders, community based associations) to capture their views on impacts, result & appropriateness of CfW & cash transfer activities, whether vulnerable groups were effectively targeted.
  • Perform any other duties as assigned by the Supervisor.

Project reporting:

  • This role reports to the Head of Finance.
