Job Objective
The Community Health Financing Specialist will be responsible for supporting and accompanying the increase in investment levels from governments, donors and non-state actors in the community health sector in Burkina Faso. He or she will be responsible for supporting and accompanying the planning, “development and implementation of a health financing and resource mobilization strategy” to support the promotion of strong and resilient community health in Burkina Faso with the support of an economic, social and cultural rights approach.
Main responsibilities/tasks/duties:
This will involve:
- Coordinate and guide the implementation of community health investments in Burkina Faso by the government and technical and financial partners in order to maximize impact and sustainability,
- Monitor and inform stakeholders on the status of implementation of community health investments in Burkina Faso, including the identification of gaps and opportunities, serving as a reference for national-level information, context and data related to ASBC financing.
- Support the development of a financing and resource mobilization plan for community health to ensure its scalability and sustainability,
- Supervise consultants responsible for carrying out cost analyses and preparing investment cases in the area of community health.
- Annual review of community health investments in relation to the national community health strategy by all stakeholders,
- Help identify advocacy initiatives to mobilize or release resources for community health and foster collaborative partnerships.
- Work closely with key Living Heritage programme departments to facilitate the flow of relevant information on resource mobilisation opportunities.
- Participate in regular meetings with peers from Living Goods Kenya (LGK) and Living Goods Burkina Faso (LGBF) to encourage learning, sharing and exchange of experiences.
- Support the Ministry of Health in organizing events and activities to mobilize resources for community health
- Support the Ministry of Health to engage and facilitate coordination of relevant stakeholders, including support for coordination of CHW technical working groups for CHWs.
- Support the Ministry of Health in establishing a regulatory and legal framework for the effective institutionalization of the mobilization and monitoring of community health resources.
- Support the mapping of stakeholders and potential funding niches for community health
- Produce data collection tools and appropriate training materials for the Ministry of Health and civil society actors in order to mobilize and monitor resources allocated to community health.
- Provide technical support and strengthen the capacities of the Ministry of Health teams to mobilize and control resources, in order to facilitate the transition and the full positioning of the Ministry of Health in this area.
- Monitor and report on progress and impact of BIRCH 2 and SI, as well as community health investments, financing and resource mobilization, including required reporting to major donors.
- Document best practices and challenges in implementing BIRCH 2 and SI, and support knowledge generation related to community health.
Qualifications and experience required
Education and formation :
- Bachelor’s degree in Economics, Health Economics, Public Health, Health Management, Social Sciences and Development Studies, Political Science, Public Financial Management.
- Experience in health economics and public policy: Proven expertise in economic analysis, health economics, public policy, public sector financing or public health.
Skills and Abilities :
- Strong analytical skills to assess community health financing needs, forecast budgets and analyze financial data.
- Experience in community health worker programming, knowledge of normative guidance on ASBC, understanding of the current state of ASBC policies, strategies and support systems at the national level. Ability to work in a team and collaborate with other health sector actors to design financially viable programs and interventions.
- Ability to effectively manage budgets and identify alternative sources of funding.
- Negotiation skills to secure additional financial resources and advocate for community health priorities.
- Knowledge and practical experience of the technical components of health financing, including cost-effectiveness analysis, resource mobilization, strategic purchasing, national health accounts exercises and resource mapping.
- Proven experience working with major donors, with a solid understanding of funding cycles and expertise in proposal development.
- Experience in managing effective meetings and communications between diverse project teams and stakeholders
- Proficiency in quantitative cost modeling, quantitative analysis, including the use of standard costing tools, and the performance of costing exercises.
- Proficiency in data collection and analysis, information generation and communication to inform decision making and generate consensus with key stakeholders.
- Proven experience in capacity building and technical assistance.
Academic qualifications and experience
- More than five years of progressively responsible experience in relevant areas such as health financing, health economics, financial management, health systems, management consulting or health policy, in the public or private sector.
- Specific experience in community health financing, particularly in the management of funds for primary health care, disease prevention or health promotion programmes.
- Speak and write English fluently
- Experience working in international contexts or in developing countries would be an asset.
