Community Mobilization Officer -Zulia At International Rescue Committee

Job Overview:

The Community Mobilization Officer will have a transversal role in the organization’s Programs in Zulia, Falcon and Lara, being the focal point for the partners’ community promoters, who maintain constant communication with the communities. In addition, he leads the implementation of the organization’s Community Mobilization Strategy in articulated work with the partners present in the territory and the team of programmatic officers, ensuring the documentary management of tools, findings and reports, using the battery of tools of the organization. The role constitutes a key piece in the processes of identification, intervention and monitoring of community processes and response strategies in Venezuela, working hand in hand with the programmatic team and its partners.

Main responsibilities:

Technical Quality:

  • Know, understand, appropriate and ensure the complete implementation of the Community Mobilization Strategy.
  • Understand the process and community approach tools of the partners and complement and strengthen the partner’s actions based on the Community Mobilization Strategy.
  • Ensure the completion of all activities contained in the Community Mobilization Strategy and ensure its documentation and systematization, organized, traceable, complete and the availability of all documents, reports, as well as their distribution and dissemination among partners and the program team.
  • Carry out monitoring and feedback, to know how the community perceives the intervention and/or presence of the organization in the area; in order to identify,
  • Identify areas of possible intervention in the States of Zulia, Lara and Falcón.
  • Train and accompany partners in the implementation of the community mobilization strategy, including the methodologies to enter and/or leave a community, in accordance with the IRC methodology.
  • Support in the identification and relationship with key institutions, community leaders, community-based organizations and civil society.
  • Participate in the processes of identification and diagnosis of needs in the intervention areas.
  • Identify existing public service offerings and possible organizations that provide response (service mapping).

Development of the program

  • Contribute to the development of the strategic direction of the programs.
  • Coordinate the implementation of the Community Mobilization Strategy with personnel from the programmatic areas (Health, Child Protection, Education, Protection and Empowerment of Women and Food Security).
  • Operationalize the Community Mobilization Strategy that the organization has and comply with the activities and standards requested there.
  • Strengthen the referral system between IRC partners and other key actors.
  • Promote, together with Field Management, the participation of partners in humanitarian coordination spaces.
  • Promote Safeguarding, protection and principles of humanitarian action.
  • Implement information collection strategies and provide reports at the required opportunity.
  • Strengthen inter-institutional relations between the organization and key public and private entities and other cooperation organizations present in the territory.

Monitoring and evaluation

  • Accompany on the ground and in practice the feedback, complaints and suggestions mechanisms implemented by partners.
  • Assist in the follow-up, monitoring and evaluation processes of impacts and changes in communities to identify achievements, lessons learned, risks and possible negative effects of interventions.
  • Compile testimonial and audiovisual evidence, with the due consent of the clients throughout the implementation of the project, in a chronological order and by activities carried out.

Inform and raise awareness about the various feedback channels existing in the project, in addition to promoting their use and adapting it according to the target population

Job Requirements:

Education:

  • Professional in Social Work, Sociology, Psychology or Bachelor’s degree in areas of Social Sciences.

Preferred Experience and Skills:

  • Recognition of the age, gender, diversity and intercultural approach. Understanding of community dynamics in local context, including indigenous communities.
  • Minimum two years of community experience in entering and leaving territories in accordance with humanitarian principles.
  • Minimum two years of experience in cooperation organizations, preferably INGOs
  • Minimum two years of experience in implementing protection, humanitarian care or development programs in the State of Zulia, Falcón and Lara.
  • Previous experience in implementing humanitarian programs, development and humanitarian care in different cultural environments.
  • Understanding of the key principles of humanitarian action.
  • Demonstrate understanding of working with vulnerable populations.
  • Previous experience in training adults.
  • Good command of MS Word, Excel, PowerPoint
  • Leadership skills, good management of groups of adults and children.
  • Excellent communication and relationship skills.
  • Strong report writing capabilities
