The Food Life and Security Program Development Manager will identify and develop opportunities for technical and financial growth of competition in the Western area, in the scenarios of implementing emergency response and promoting early recovery and resilience. This through the identification of needs in the operational contexts of the area, the analysis of project management, the mapping of strategic allies, and identification of donor interests for financing. Together with the Western Area Manager, the Area Program Manager, the Food Livelihood and Security specialist and other programmatic team from the country office, you must carry out work aligned with the organization’s 2024-2025 strategy, which responds to the defined strategic objectives.
The following is a brief description of the position.
- General responsibilities

- Compliance and adherence to NRC policies, guidelines and procedures

- Responsible for guaranteeing support for the integrated program, coordination and technical quality in the area office.

- Provide specific area contributions relevant to the CC’s Means of Life and Food Security strategy.

- Compliance with donor standards, and management of grants and periodic reports to donors in the area.

- Identify financing opportunities and develop financing strategies and forecasts

- Technical and strategic development of the Livelihood and Food Security competition in emergency response and early recovery and resilience scenarios.

- Guarantee compliance with contractual commitments and extract and apply the main lessons of project execution.

- Provide technical assistance to the competition team to strengthen their response capacity.
- Specific responsibilities
- Develop and adapt the livelihood and food security strategy (LFS), including technical SOPs and LFAs, ensuring its alignment with the needs of the Western Area context and the strategic objectives of the NRC, a process that allows sustainability of competition.
- Implement a methodological framework that allows the continuous evaluation of LFS competence and adaptation to new challenges and opportunities.
- Carry out needs assessment in the emergency response and early recovery and resilience scenarios in the western area – context analysis that allow greater assertiveness in the process of building financing proposals.
- Implement monitoring and evaluation mechanisms to ensure compliance with NRC policies and guidelines, promoting continuous improvement in LFS projects. Establish key performance indicators to measure the impact and effectiveness of interventions, and adjust strategies according to the results obtained.
- Lead the development of financing proposals for LFS’s competence, budgeting and writing Proposals, guaranteeing transparency and effectiveness in resource management. In close coordination with Area Manager, Area Program Manager and country office specialist.
- Identify funding opportunities, donor interests, establish work dynamics with Area Program Manager and grant team to access such funding opportunities. In close coordination with a specialist from the country office.
- In conjunction with the Area Program Manager, strengthen the team’s technical capacity, foster a collaborative and high-performance work environment, promoting innovation and continuous learning.
- Generate a technical development of the LFS competition aligned with integrated programming and safe and inclusive programming.
- Professional skills and general qualifications required
- Minimum 3 years of experience in a project management position, competition development, preparation of financing proposals, in a humanitarian / early recovery context.
- Previous work experience in complex and volatile contexts.
- Technical studies related to the Media and Food Safety competition (public administration, food, agriculture, livelihoods, sustainability, cash and markets, natural sciences, social sciences) at the minimum university level; experience in the provision, protection and promotion of livelihoods.
- Documented results related to the responsibilities of the position.
- Knowledge about your own leadership / profile skills.
- Fluency in the English language, both oral and written.
- Valid driver’s license
- Knowledge of the context in the Western area
- Experience in assessing and analyzing household vulnerability, food security and livelihoods.
- Experience in accessing employment.
