International Medical Corps is a nonprofit humanitarian organization dedicated to saving lives and alleviating suffering through health care, nutrition, training and development programs.

Founded in 1984 by volunteer doctors and nurses, International Medical Corps is a non-sectoral, apolitical, voluntary and private organization. Its mission is to promote quality of life through health interventions and health care activities to build the capacity of local communities around the world.

International Medical Corps is implementing a humanitarian assistance project for internally displaced people, host families and other more vulnerable people (children under 5 years old, pregnant and lactating women, etc.) through an integrated health care approach. primary health, nutrition and protection, taking into account water, sanitation and hygiene aspects. This project is funded by USAID through its Humanitarian Aid Office (BHA).

It is in this context that IMC is seeking to recruit a “ Compliance Officer ” who will be based in Goma .

2. Job Summary

The Compliance Officer is a member of the field compliance unit and is responsible for carrying out compliance checks in the country of operation. Compliance work must be carried out in accordance with the Ethics and Compliance Charter, national work plans, International Medical Corps policies and procedures, and donor regulations.

The Compliance Officer promotes and encourages a culture of compliance and ethics within International Medical Corps. As part of his duties, he ensures that he understands and adheres to the compliance and ethics standards of International Medical Corps and donors. Performs work with the highest level of integrity. Communicate these values ​​to staff and partners and require them to adhere to these values.

3. Essential Tasks and Expected Results :

General responsibilities of the Ethics and Compliance department

  • Promote and encourage a culture of compliance throughout the organization.
  • Encourage transparency, communication and teamwork regarding the ethics and compliance charter and departmental objectives.

Main tasks

  • Prepare the national work plan, which determines the scope, sample size, timing and frequency of compliance checks in the country.
  • Carry out compliance checks in accordance with the agreed national work plan.
  • Assist management in effectively identifying, documenting and mitigating non-compliance risks associated with program and operations activities.
  • Prepare and timely submit compliance reports with observations and recommendations for technical review to the Regional Compliance Coordinator and/or Field Compliance Officer.
  • Publish timely monthly and quarterly reports to country management.
  • Regularly review progress in implementing agreed compliance recommendations and action plans.
  • Provides advisory services to national management on improvements and engages with other departments to support improvements to internal controls.
  • Ensure that the recording of compliance reviews maintained in a shared file is timely, accurate and complete.

Communication

  • Proactively communicate compliance review results and identified deficiencies with national leadership and support real-time corrective actions to prevent non-compliance.
  • Prepare and provide necessary updates and reports on field compliance work as appropriate.
  • Maintain regular communication with key stakeholders at country and headquarters level, as appropriate.

Capacity building and training

  • Collaborates with other relevant departments to develop and deliver fraud, corruption, conflict of interest, and other training to International Medical Corps staff and partners.
  • Research available sources and stay abreast of relevant compliance trends and activities within the NGO community.

Other responsibilities

  • Propose changes to policies and procedures and system improvements.
  • Assist management in remediating any deficiencies in internal control.
  • Regularly participate in regional compliance meetings.
  • Assist the Compliance Investigations Unit and Country Management with investigations, upon request and subject to approval by the Regional Compliance Coordinator and/or Field Compliance Officer.
  • Perform any other duties as assigned by the Regional Compliance Coordinator and/or Field Compliance Officer for the purpose of supporting or improving the operations of the Field Compliance Unit.

Ethical conduct of IMC staff

The International Medical Corps maintains a code of standards of conduct which shall govern the performance of its employees engaged in the awarding and administration of contracts. No employee, officer or agent shall participate in the selection, award or administration of a contract funded by donor funds if a real or apparent conflict of interest is involved.

Such a conflict arises when the employee, official or agent, any member of his or her immediate family, his or her partner, or an organization which employs or is about to employ any of the parties indicated above, has a financial or other interest in the company selected for an award.

Officers, employees or agents of IMC must neither solicit nor accept gratuities, favors or anything else of monetary value from contractors or parties to secondary agreements.

These standards provide for disciplinary measures to be applied in the event of violation of these standards by officials, employees or agents of IMC.

Prevention of sexual exploitation and abuse:

“Sexual exploitation” means the act of abusing or attempting to abuse a situation of vulnerability, a balance of power or a relationship of trust for sexual purposes, in particular with a view to obtaining a paid advantage, social or political sexual exploitation of another person or sexual abuse committed against them. Staff must actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.

Compliance and ethics

Promote and encourage a culture of compliance and ethics within International Medical Corps. To the extent applicable to the position, maintains a clear understanding of and adheres to International Medical Corps and donor compliance and ethics standards. Performs work with the highest level of integrity. Communicate these values ​​to staff and partners and ask them to adhere to them.

Qualification, experience and skills

  • Have a bachelor’s degree (from a college or university in business administration, accounting, risk management or similar.
  • An equivalent combination of relevant training and experience may be substituted where appropriate;
  • A master’s degree in a relevant discipline preferably;
  • Certification in auditing, grants management, risk management and/or compliance preferred;
  • More than 3 years of relevant experience in a related field, including at least 1 year in the field of humanitarian aid or equivalent experience;
  • Experience in risk management, compliance and/or audit preferred;
  • Knowledge and work experience with USAID, EU, FCDO and other donors preferred;
  • Knowledge of different types of instruments (grants, contracts, sub-grants, etc.) preferred;
  • Knowledge and experience of various business processes (such as human resources, program management, financial management, supply chain management, information technology, etc.);
  • Attention to detail, high degree of ethics, integrity, discretion and professionalism;
  • Ability to handle sensitive matters on a confidential basis;
  • Demonstrated ability to gather, analyze and evaluate facts, define problems, draw valid conclusions and prepare and present concise written reports in English;
  • Ability to solve problems;
  • Ability to effectively train staff;
  • Fluency in English and proven ability to express oneself correctly orally and in writing; knowledge of French is preferable;
  • Ability to establish and maintain working relationships and communicate clearly and effectively with other staff members
