General objective of the position:
The Compliance Officer will be responsible for ensuring the effective implementation of compliance policies and procedures for SAMS programs in Iraq and North East Syria. Based in Erbil, the Compliance Officer will report directly to the Country Representative, with technical guidance provided by the Regional Compliance Manager.

Main tasks and responsibilities:

Compliance Oversight:

  • Implement and oversee compliance policies and procedures in accordance with SAMS guidelines and donor requirements.
  • Conduct regular compliance assessments to identify and mitigate potential risks.
  • Monitor and evaluate program activities to ensure adherence to relevant legal and regulatory standards.

Training and Capacity Building:

  • Provide training on compliance requirements to program staff, partners, and stakeholders.
  • Work closely with the Regional Compliance Manager to enhance the compliance capacity of the team.

Documentation and Reporting:

  • Maintain accurate and up-to-date documentation of compliance activities, reports, and assessments.
  • Prepare regular reports for the Country Representative and Regional Compliance Manager.

Donor Compliance:

  • Ensure compliance with donor regulations and reporting requirements.
  • Coordinate with the finance and program teams to facilitate donor audits.

Risk Management:

  • Identify and assess potential compliance risks and develop strategies to mitigate these risks.
  • Advise the Country Representative and Regional Compliance Manager on risk management issues.

Collaboration and Communication:

  • Foster effective communication and collaboration with program teams, partners, and relevant stakeholders.
  • Work closely with the Regional Compliance Manager to address cross-regional compliance issues.

Key Other Duties:

  • Perform any other related duties assigned by your immediate supervisor;
  • Reporting mechanism will be for functioning and technical advices to Operation Coordinator on monthly basis

Mandatory Qualifications required

  • Minimum 5 years’ experience
  • Bachelor’s degree in a relevant field; advanced degree or certification in compliance is a plus.
  • Proven experience in compliance, preferably in the humanitarian or healthcare sector for at least 5 years.
  • Strong understanding of donor regulations and compliance requirements.
  • Excellent communication, training, and interpersonal skills.
  • Ability to work independently and collaboratively in a cross-cultural setting.
  • Fluent in English; knowledge of Arabic and Kurdish is an advantage.
  • Willingness to travel within the region as needed.

Languages

  • Proficiency in English is required.
  • Knowledge of Arabic and Kurdish is an advantage.

CONTRACT CONDITIONS

The salary will be defined regarding the on-going salary scale on-going.
