Created in 1994, Triangle Génération Humanitaire, a French association of international solidarity based in Lyon, develops and implements emergency, rehabilitation and development programs in the water fields, hygiene and sanitation, civil engineering, food safety and livelihoods, education and protection. TGH currently works in 10 countries in Africa, Asia, Europe and the Middle East.

Background

Considered one of the poorest countries in the world, the Central African Republic ( CAR ) has been expressing a humanitarian crisis for many years. This situation is partly the cause, but also the consequence, of the weakness of the State and the chronic political instability, often ethnically based, which regularly shakes the country. Since March 2013, successive regime changes have contributed to an escalation of inter-community violence in the CAR, multiplying human rights violations, massive population displacements, ( estimated at 664,491 in October 2021 ) the destruction property and loss of livelihoods for the population. In this respect, the Inter-Agency Standing Committee has raised the Central African crisis to level 3 of the humanitarian emergency, the latter being the highest.

It is estimated that in 2022, 3.1 million people are in need of humanitarian assistance in the CAR, i.e. 63% of the Central African population. Of these, 2.2 million are in severe humanitarian need, the highest number in the past five years. The priority sectors are healthcare, WASH, protection, health and food safety. As early as March 2020, the COVID-19 pandemic appeared in CAR, exacerbating the vulnerabilities of populations. If the humanitarian needs increase, the regular clashes make it difficult to access the populations in need and therefore the work of the humanitarian organizations on the spot. In December 2020, 6 armed groups came together to create the Coalition of Patriots for Change ( CPC ) and fight against the holding of presidential elections. After Faustin-Archange Touadéra was re-elected in the first round ( in power since 2016 ), the CPC stepped up its initiatives to take control of the country and in particular the capital, Bangui. Although they failed, recalled by the Central African armed forces ( FACA ) supported by MINUSCA and foreign forces ( Russians and Rwandans ), these armed groups remain very active today and clashes are regular. The necessary measures are taken by TGH to maintain activities as well as possible by ensuring the safety of expatriate and national staff. Repulsed by the Central African armed forces ( FACA ) supported by MINUSCA and foreign forces ( Russians and Rwandans ), these armed groups remain very active today and clashes are regular. The necessary measures are taken by TGH to maintain activities as well as possible by ensuring the safety of expatriate and national staff. Repulsed by the Central African armed forces ( FACA ) supported by MINUSCA and foreign forces ( Russians and Rwandans ), these armed groups remain very active today and clashes are regular. The necessary measures are taken by TGH to maintain activities as well as possible by ensuring the safety of expatriate and national staff.

Presentation of the mission

TGH began its action in CAR in 2007 to support refugees from Darfur, in the Vakaga prefecture. Today, the association operates in Vakaga in the sectors of food security, water, hygiene and sanitation, as well as education. The projects it implements in the prefecture are notably financed by the French Development Agency and the Humanitarian Fund.
In Bangui, where the phenomenon of street children is expressing an alarming increase, the mobile antenna services set up since 2014 by TGH guarantee children access to basic socio-educational and medical services and participate in the reunification process. family and foster care.

Overall, the mission is funded to the tune of 3.5 million euros by various donors, the main ones being the FH, AFD and UNICEF.

The current team is made up of 18 expatriate staff and approximately 110 national staff, spread over the various operational bases of Bangui, Berberati and Birao.

Later

The Compliance Officer, based in Bangui, will ensure the compliance of logistical, programmatic, administrative, financial and HR procedures for the TGH mission. He / she will supervise the compliance teams of the mission.
He / she will work in close collaboration with the coordination ( program, administration and logistics ) as well as with TGH’s implementing partners. He / she will ensure the quality and compliance with the application of TGH procedures, the preparation and management of audits ( external and internal ) and, following the findings, will transmit recommendations to the departments concerned.
Under the supervision of the Country Director and in close collaboration with the coordination team, the main responsibilities of the Compliance Officer are as follows:

1. Oversight of overall compliance and accountability processes

  • Train and inform the teams on the TGH procedures and their updating;
  • Educate teams on compliance issues;
  • Support / advice departments in the implementation of TGH procedures;
  • Support the departments in the compilation and archiving of all operational and support documents ( finance, HR, logistics, purchasing, administration ) of the projects;
  • Ensure the centralization and archiving of files at the office level in Bangui ( paper archiving and electronic archiving );
  • Set up an electronic archiving system for the entire mission.

2. Preparation and management of audits

  • Ensure regular internal audits ( compliance with good practices, TGH rules and standards and donor procedures );
  • Transmit the conclusions of internal audits to the Country Director and propose any recommendations and necessary process updates ( administrative, financial and logistical procedures );
  • Take the necessary corrective measures to the files;
  • Prepare, facilitate and be the focal point for external audits at the RCA mission level;
  • Transmit the findings of the audits to the teams and propose any recommendations and updates to the necessary processes;
  • Monitor the implementation of recommendations at mission level;
  • Provide support to logistics, administrative and program departments to mitigate identified risks;
  • Prepare compliance and accountability reports according to TGH standard formats with said recommendations, verifications, audit reports, etc.

3. Capacity building / lessons learned / good practices

  • Participate in strengthening the skills of the teams in relation to the procedures and processes put in place by TGH as well as with respect to donor procedures;
  • Contribute to the dissemination and use of good practices.

4. Risk management

  • Map the risks of fraud on the mission;
  • Propose the updating of the processes in order to integrate any measure likely to fight against fraud and limit any suspicion of fraud on the mission;
  • Monitor market prices in conjunction with the logistics department and ensure that monitoring is carried out on all bases in the CAR;
  • Ensure the proper application of anti-terrorism and money laundering rules and carry out due diligence on third-party contractors;
  • In collaboration with headquarters, participate in any action to combat fraud and terrorism.

5. Human resources management

  • Supervises the mission’s compliance team ( recruitment, training, etc. );
  • Train the compliance team in compliance processes and techniques.

6. Mission Strategy

  • Established an effective communication network with donors and auditors.

These responsibilities may be reviewed based on changing needs in the field.

Safety, working and living conditions

The unstable and volatile security context requires compliance with sometimes restrictive security rules ( curfew from 10 p.m. to 5 a.m. currently in Bangui ). Travel on the ground is possible but requires prior analysis and travel in town is generally not subject to restriction, except for tension in town. TGH is a well-known and appreciated humanitarian actor in the three areas of intervention.

In Bangui, expatriates have single rooms in two shared houses located on two concessions. A satisfactory wifi connection is available on both concessions. It is possible and authorized in Bangui to go to many restaurants, bars, complex sports, supermarkets, shops, markets…

Profile

  • Experience of at least two years in organizational positions;
  • Degree in management, finance, audit, or logistics;
  • Good knowledge of the humanitarian environment ( NGOs, IOs, EU, etc. );
  • Good knowledge of donor requirements;
  • Mastery of computer tools ( including Excel and Word ), knowledge of SAGA is an asset;
  • Ability and motivation to live and work in a team;
  • Ability to set up and deliver training;
  • Ability to live and work in an unstable security environment;
  • Ability to accept a basic level of comfort;
  • Rigor and great organizational capacity;
  • Sense of diplomacy.
