Tetra Tech International Development(http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a potential Component 1 Lead position on an anticipated USAID-funded project in Nepal. The purpose of this Activity is to strengthen Public Financial Management (PFM) functions, performance, and accountability of targeted agencies at the federal, provincial, and local levels of government, and to provide targeted assistance to the Government of Nepal (GON) aimed at strengthening national PFM institutions and systems to sustainably advance PFM. In addition, this Activity aims to tackle corruption at the provincial and municipal level, by promoting and supporting the GON in its initiatives towards increasing transparency in the public procurement processes.
Working under the overall direction of the Deputy Chief of Party (COP) and in coordination and collaboration with project technical staff, the Component 1 Lead will provide technical and management support to activities within their field of expertise to achieve project outcomes during PFM’s project implementation. The focus will be on activities to strengthen PFM functions, performance, and accountability at provincial and local levels of government. With oversight over technical implementation, the Component 1 Lead will be responsible for the component’s work plan integrity and completion of its contractual deliverables. This is anticipated to be a full-time position based in Kathmandu.
Responsibilities:
*Oversee planning, coordination, and day to day implementation of technical activities in partnership with technical team members;
* Provide technical expertise and support annual activity work planning in accordance with PFM’s objectives and targets;
* Oversee technical activities and ensure interventions align with targets as set
* Ensure compliance with USAID rules and regulations;
* Evaluate and document PFM progress and lessons learned;
Qualifications:
*Master’s degree or higher in political science, law, public policy, public administration or a related field;
* Minimum of 6 years of progressively responsible supervisory experience and work experience providing technical oversight to donor-funded local government and/or local economic development projects;
*Significant prior experience working and managing local economic development activities in Nepal required;
*Excellent credentials as a manager of professional staff;
*Superior time management skills;
*Professional proficiency in English is required;
*Nepalese nationals are strongly encouraged to apply.
