The Somalia Stability Fund (SSF) is a multi-donor fund that supports the development of a peaceful, stable, and secure Somalia.
It is designed to work with government and non-state partners to support political dialogue, to help build trust among communities and people, to buttress democratisation and sustainable local governance, and to foster mutual accountability and exchange between government institutions and communities.
SSF is now in its third phase and expanding its team. We are recruiting for a Conflict Conciliation and Climate Adviser to lead the design and delivery of SSF’s work on peacebuilding and the nexus with climate change.
Please note this position is being recruited as a consultant by FCP/Laasfort, consortium partners of the SSF.
Job description:
Responsibilities:
- Lead thinking in SSF III on the nexus between climate, conflict and conciliation (CCC) in Somalia and how this impacts on stability;
- Propose a vision for the role of the Fund in addressing these issues in Somalia, which includes an assessment of the resources SSF III would need to implement the vision (i.e. does the fund need a dedicated CCC implementing consortium like it has for democratisation and local governance?);
- Propose practical programmatic activities the Fund could undertake, through its implementing partners and/or with external partners, to pre-empt or mitigate the impact of climate change on conflict, peacebuilding, and stability in the long run;
- Manage delivery of key conciliation interventions through partners and connect these projects to conciliation activities across the SSF III portfolio;
- Advise SSF implementing partners on how to practically integrate conflict sensitivity, including conflict driven by climate change impacts, in the articulation of their thematic interventions (e.g. political dialogue, governance and local governance, conciliation, etc.);
- Ensure that SSF III conciliation interventions are integrated, aligned, and coordinated with the work of partner organisations across Somalia e.g. IOM, WB, USAID.
- With the MEL and the Research partners, monitor uptake of the technical advice provided to the implementing partners in delivery and its impact;
- Help the SSF Senior Management Team adopt a risk- driven approach to programming by analysing how the CRAM interacts with SSF activities and lead horizon scanning once a year before the programming cycle begins;
- Stakeholder engagement with existing SSF III strategic partners, other implementing partners to ensure portfolio coherence; and
- Keep abreast of political developments, brief the SSF III leadership, liaise with SSF III’s delivery partners, and other partners, gather information, cross check reporting, and provide analyses.
Key Skills and Background
- A minimum of 7 years’ experience of working on conflict and conciliation issues in Somalia or similar contexts;
- Knowledge of conflict sensitivity and how this can be applied in programme interventions;
- A minimum of five years’ experience in programme delivery, including activity design and implementation, in Somalia or a similar context;
- Understanding of the climate change- conflict nexus and demonstrated capacity to translate research findings and evidence in programmatic actions;
- Demonstrated experience of donor priorities and programming in FCAS contexts.
- Excellent coordination and organisational skills
- Excellent communication and presentation skills, in writing and orally, with the ability to communicate complex concepts in simple terms and ensure their practical uptake; and
- Excellent stakeholder management.
The CCC Adviser will be expected to be deployed full time, co-located with the Fund Manager in Nairobi. They must be willing to travel regularly to Mogadishu and federal member state capitals as needed, to fully engage with SSF III field staff, partners, and stakeholders.
Location: Nairobi with periodic travel to Somalia.
