Cordaid is looking for an HPSM (Health Procurement and Supply Chain Management) Technical Advisor
As part of the grant agreements with the Global Fund, the CCM-DRC has entrusted Cordaid with the management of the grant for the fight against the two diseases HIV-TB-Covid in 24 provinces of the DRC.
As Principal Recipient (PR) for the implementation of the Unique concept note in the Democratic Republic of Congo, Cordaid is recruiting a Deputy Coordinator in charge of the program whose role is to:
- Contribute to improving the implementation of the HIV-TB-Covid grant by framing and monitoring their implementation of activities in accordance with the Global Fund guidelines, the performance framework, contractual budgets and the terms of the grant agreements, the strategic and normative guidelines of the Ministry of Health as well as Cordaid’s internal policy and procedures
- Ensure the application by the Sub-Recipients of the technical guidelines of the Ministry of Health and the Global Fund to fight AIDS, Tuberculosis and Covid, as well as Cordaid procedures in the implementation of the project .
Position and responsibilities
The HPSM Technical Advisor must ensure compliance with standard Cordaid policies, Global Fund procedures and policies, best practices in the management of medicines and medical products as well as the promptness and completeness of information on their distribution and their use by health facilities.
Its role will be to provide technical support and capacity building for Cordaid staff involved in the supply chain in collaboration with all stakeholders such as the Ministry of Health, the National AIDS Program, the National Aids Program, Fight against Tuberculosis and the national program to combat Covid.
General objectives
The main objective of this position is to support the HPSM Manager in improving the organizational, functional, technical and operational management of the HPSM department. Under the supervision of the HPSM Manager, the HPSM Technical Advisor will perform the following tasks:
- Ensure regular interaction with the HIV, TB & Covid 19 HPMs of the FM (Health Product Management).
- Ensure the coherence of activities between securing the availability of grant products (supply and distribution), the national guidelines for the treatment of HIV, TB and Covid 19 (standard treatment guide for HIV, TB and Covid 19) and WHO good practices/recommendations.
- Improve the supply chain and logistics system of the grant’s health products, in line with the policy and principles of the FM ( https://www.theglobalfund.org/en/sourcing-management/ ), to ensure adequate availability of inputs at all levels of the chain.
- Improve the health product logistics management information system so that it meets good input management practices as well as the needs of the FM grant for HIV and TB.
- Ensure that sourced inputs are in line with FM quality assurance policies for pharmaceuticals, diagnostic products and other health products ( https://www.theglobalfund.org/en/sourcing -management/quality-assurance/ ) includes their quality monitoring throughout the supply/distribution chain.
- Ensure the monitoring of orders in alignment with the HPMT (including quantity and cost of inputs and their transport) and participate/support the finance team in the budgetary monitoring of GAS interventions.
- Respond to FM management measures in order to improve PR performance.
Qualifications
- University degree in Pharmacy or similar professions (doctor, public health, etc.).
- Substantial experience of at least 10 years in the supply chain and logistics system for health products to combat HIV&TB including a minimum of 5 years in management / supervision of the supply chain within a PR of the FM.
- Proven experience in technical support and coaching of inventory management teams in inputs, materials and medical equipment.
- Expertise in sourcing Covid 19 products is an asset.
- Proficient in the use of MS Office (particularly Excel, PowerPoint and Word).
- Experience building strong working relationships with colleagues from different functions and cultures.
- Experience with a flexible approach to management and prioritization with a high workload and multiple tasks in a fast-paced environment with tight deadlines.
- An understanding and commitment to Cordaid missions and values.
- Know how to work and communicate in a team, be able to manage stress and be results-oriented.
- Fluency in French required.
- Good knowledge of English.
- Good knowledge and previous work experience in the DRC would be an asset.

Workplace
The HPSM Technical Advisor will be based in Kinshasa. This is a family assignment.
Contract information
The employment contract must begin as quickly as possible and will last until December 31, 2024 in first instance. The contract may be renewed. subject to the availability of financial resources.
