Consortium Coordinator At People in Need

Brief description of mission or/and project for which the staff is required:

People in Need (PIN) (www.peopleinneed.cz/en) )is an international, non-profit organization providing humanitarian and development assistance around the world. In Myanmar, People in Need started to work in 2002, when it launched the financial assistance to civil society groups and independent media. After 2008, PIN provided humanitarian and relief aid to people affected by typhoon Nargis. Since 2012, PIN has been operating directly from Myanmar, our programs focus primarily on knowledge transfer, capacity building and support of local initiatives in remote areas, and humanitarian assistance. We are working in areas affected by armed conflicts in Rakhine State and in Kachin State providing humanitarian aid in the sectors of Nutrition, Education in Emergencies, Protection and WASH. In Kachin State, PIN also conducts research on Access to Justice ensuring the appropriate involvement of civil society organizations.

Furthermore, our social cohesion program aims to promote tolerance and acceptance of diversity in different communities in Mon, Kayin and Rakhine States. We are currently expanding our operations into urban programming in Yangon.

The Aye Chan Thaw Ein Consortium Coordinator (ACTE-CC) will provide leadership and management (overseeing design, delivery, quality, M&E and advocacy) of the 3-year LIFT funded project focused on provision of multi-sectoral development assistance to migrant populations in Shwe Pyi Tar, Yangon. The sectors include Nutrition, Protection, WASH, and migration. The ACTE-CC is responsible for the coordination of the Consortium, which includes the following partners: PIN as a lead in the Consortium, Helvetas as strategic consortium partner as well as Medical Action Myanmar (MAM), Community Development Association (CDA), Koe Koe Tech (KKT) and FoSTA Myanmar which are local partners.

Internal relations: The ACTE-Consortium Coordinator reports to the Head of Programmes. The ACTE-CC line manages the ACTE Project Manager.

External relations: The ACTE-CC represents the Consortium at UN Cluster Meetings and General Coordinator Meetings. The ACTE-CC is the principal point of contact for LIFT in country in coordination with Head of Programme.

Key Responsibilities

Project cycle management:

  • Liaising between different components of the Consortium and oversight for planning, action design and delivery of objectives, strategies, plans and budgets of the Consortium led action
  • Leading and management oversight of all aspects of the Consortium, including financial and human resources
  • Ensuring that operational and administrative procedures are followed according to LIFT guidelines
  • Ensuring the development of cooperation agreements between PIN and Consortium partners in collaboration with PIN’s finance team
  • Close cooperation with PIN program departments – nutrition, protection, and WASH, and with the Consortium partners on programmatic synergies and complementarities among the PIN departments and the Consortium partners with the aim to identify issues to address and make recommendations for improvement
  • Ensuring that Consortium action activities are implemented according to the initially agreed work plan
  • Overseeing the consolidation and preparation of narrative reports and other ad hoc reports; reviewing the financial report
  • Ensuring the delivery of agreed outputs of the Consortium
  • Coordinating and facilitating monthly meetings with Consortium members on program management issues, as well as quarterly meetings with the project Steering Committee
  • Ensuring that the action complies with both internal and external quality standards
  • Be accountable for quality assurance of performance measures (e.g. outcome indicators, interim milestones, and the efficacy of the overall monitoring and evaluation systems); ability to devolve responsibility
  • Ensuring the risk analysis is updated on a regular basis
  • Managing and overseeing the development and implementation of the Monitoring and Evaluation tools for the Consortium
  • Oversight of data management procedures

Budget and Finance

  • Ensuring that financial contractual obligations are followed according to LIFT’s rules and regulations
  • Conducting regular budget and finance meetings with Consortium partners to ensure the spending is according to the initially agreed budget.

Communication and Coordination

  • Strategizing on engagement of stakeholders in the action, including representing the Consortium in coordination mechanisms
  • Ensuring high quality of communication among the Consortium partners and, providing of professional recommendations and relevant data to strengthen advocacy efforts of the Consortium action
  • Acting as the spokesperson for the Consortium with high-level stakeholders nationally;
  • Managing the relationship with LIFT in country in close collaboration with the Head of Programme.

Capacity building

  • Strategic leadership on capacity development, identifying requirements for organizational capacity building and the development and implementation of capacity building activities
  • Developing, in coordination with the Consortium partners, LIFT, and other stakeholders, lessons learned in the design and implementation of Consortium activities
  • Oversee the development of case studies and relevant communication materials.

Programme Development

  • Seek new strategic opportunities in line with the Country Strategy;
  • Participate and lead in the process of preparing proposals liaising closely with key country staff including project manager, Head of Programme and Country Director;

Requirements:

  • 3-5 years’ experience in managing/overseeing development projects
  • Min. bachelor’s degree in development or related field
  • Strong background in nutrition, prior experience in garment sector is a plus
  • Experience in coordinating projects with multiple stakeholders; proven capacity to coordinate the Consortium Partners (from Country Directors to technical leads)
  • Highly knowledgeable of logical frameworks, proposal development, M&E and reporting
  • Familiarity with NGO working environments and standard procedures
  • Familiarity with LIFT-funded projects is an asset
  • Advocacy/policy experience a plus
  • Fluent in English; Burmese is a plus
  • Strong oral and written communication skills.

PIN offers:

  • Salary as per PIN scale: 1950 – 2100 EUR (depending on the seniority level) + 1200 EUR per diems
