Working context

WeWorld has been present in Burundi since 1995 and is currently active in 14 out of the 18 provinces of the country. During these 25 years of continuous presence in the country, and thanks to various donors (ECHO, UNICEF, WFP, Netherlands Embassy, EU, UNHCR), WeWorld has carried out health, nutrition, food security and WASH programs.

General description of the project

The TWIVUZE TWESE project aims to promote the resilience of the community health system by strengthening the action of Health Committees and Community Health Worker Groups and complementary financial protection mechanisms for health-related costs, including community health mutuals

More specifically, the project aims to

· Strengthening health committees and groups of community health workers in the administrative and financial management of health centres, as well as in the financial management of savings and credit activities and the pooling of health risks

· Supporting the revision of community financing policies and strategies and their implementation in the provinces, as well as mobilising the community to join the mutual movement on a massive scale

· Setting up a sustainable, efficient and effective self-financing system to meet the operating needs of the health committees

Purpose of the Role

The Consortium Coordinator of the EU-funded TWIVUZE TWESE project “Support to the Burundi Community Health Strategy” will be the main focal point of WeWorld as Lead Partner together with the two other Consortium partners (COPED, IADH). In liaison with the Project Manager, he/she will be responsible for planning and implementing the Consortium’s action plan and supporting the Project Manager in the general coordination of WeWorld activities. He/she will ensure the application of WeWorld’s internal procedures and will be responsible for relations with the donor, training of the project team, relations with the central authorities and the production of donor reports.

Mail tasks and duty

Planning and monitoring project implementation

  • In conjunction with the Project Manager and the other members of the Consortium, plan the various stages of the project’s implementation and provide guidance by prioritising and organising activities and resources to achieve the Action’s objectives
  • Supervise and manage the implementation of the project, ensuring that quality and technical standards are taken into account and adhered to during implementation
  • Organise regular internal project coordination meetings with the WeWorld project team and external meetings with Consortium members
  • Ensure that the project is implemented on time, on target and on budget, using effective monitoring and evaluation systems to achieve the desired impacts
  • Ensure that the project is implemented in accordance with the relevant technical guides and standards, in liaison with the Consortium members
  • Regularly update the work plan, results monitoring and other relevant documents for effective project management
  • Working with the Project Manager, prepare the launch of the Haranire Amaraga Meza – Community for Health in Burundi project, funded by the Monegasque Cooperation, which will co-finance the TWIVUZE TWESE project
  • In conjunction with the MEAL department, to prepare the documents for monitoring the indicators and developing the MEAL plan for the Haranire Amaraga Meza project
  • Administration and operational management of project implementation (specifically for WeWorld and quality control for Consortium members) in liaison with the Project Manager

Finance

  • Ensure accurate budget revisions, planning and forecasting
  • Forecast the project’s cash requirements on a monthly basis and submit them to the WeWorld Country Administrator
  • Compile data on behalf of the Consortium

Logistics

  • Contribute to the development and updating of procurement plans
  • Contribute to quality controls and procurement committees to finalise the selection of suppliers and service providers according to WeWorld’s internal procedures
  • Ensure proper management and use of project stocks and equipment

Administration/HR

  • Participate in the recruitment of the WeWorld project team (development of ToRs, preparation and review of tests, interviews, etc.)
  • Ensure that the project team understands and is able to fulfil their roles and responsibilities
  • Monitor the project team’s work plans and activities
  • Carry out regular team appraisals and monitor career management
  • Strengthen the skills and capabilities of the team in the various stages of the project cycle
  • Ensure that teams are aware of and comply with WeWorld’s code of conduct and procedures (Local Operations Manual, Company Regulations) / policies (AMAP, Safeguarding Children, etc.)
  • Ensure that each member of the project team is aware of the safety rules and SOPs and that they follow them scrupulously

External relations

  • To represent and position the Consortium in relation to external stakeholders, ensuring that the interests of the Consortium and its members are protected.
  • Facilitate co-ordination and communication between Consortium partners and ensure that the Consortium partnership operates effectively.
  • Supporting, facilitating or carrying out liaison and communication activities to actively consult and involve beneficiaries, institutional players (supervisory ministry, local authorities, technical authorities, etc.), partners and stakeholders during all stages of project design and implementation
  • Liaise with the donor and work closely with partners on project updates, site visits and other communications.
  • Identify opportunities for collaboration and coordinate efforts with other organisations to ensure that our activities build on theirs without duplicating them
  • Represent WeWorld in the Health sector group, meetings or workshops as the organisation’s main focal point in the sector

Quality control

  • Evaluate provider activities and ensure efficient use of resources
  • Carry out regular field visits to provide supervision and technical advice as well as regular monitoring of the progress of project activities
  • Ensure that lessons learned are documented, shared and taken into account in project planning and decision-making
  • Advise and assist with project reviews led by the MEAL Manager
  • Ensure quality control, analysis of added value and impact, identification and capitalisation of best practice and lessons learned and provide relevant feedback for the development of new projects

Reporting and project development

In liaison with the Project Manager:

  • Provide regular updates on progress and challenges to Supervisors and other team members.
  • Write internal narrative reports and contribute to the development of financial reports through regular budget monitoring
  • Collect, quality check and compile narrative and financial reports from other Consortium members
  • Contribute to the drafting of external reports on project progress, ensuring the quality and accuracy of the technical information provided
  • Support the Programme Coordinator and Country Representative by carrying out needs assessments, coordinating with relevant staff and developing new projects and/or donor proposals in the field of health

Job Specifications

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • An advanced university degree or equivalent in the field of Humanitarian Aid, Social or Political Science, Development Studies, International relations, Project Management
  • Knowledge of main donors’ policies and procedures (EU, bilateral cooperation)
  • Good computer skills, in particular MS Office package
  • Fluency in French written and oral
  • Good in English written and oral

Professional experience

  • At least 4 years’ relevant working experience in humanitarian or development settings
  • At least 3 years’ experience in Project Cycle Management for developement programs and interventions
  • Proven experience in reporting and donor/skateholder relationships
  • Good understanding of finance and logistics procedures

DESIRABLE REQUIREMENTS

  • Knowledge of Italian language, written and verbal
  • Proven experience in project proposal writing
  • Previous experience in Burundi

WHAT WE OFFER

Type of contract: a first 3 (three) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Line Manager upon arrival on assignment); a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first months of contract

Economic conditions: to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex, housing and hardship based on place of work; schooling, flights for children and insurance coverage for children)

Other conditions: Tax Treatment: equal tax treatment between Italian and foreign residents is guaranteed

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight every 12 months of contract
