Context
The Norwegian Refugee Council (NRC) is an International Non-Governmental Organization of Norwegian origin, present in more than 25 countries around the world. It has been working in the Democratic Republic of Congo since 2001. Its programs are focused in the sectors of Education, Rapid Response to Population Movements (RRMP), Protection and Humanitarian Mediation, Shelter, EHA (Shelter/Wash), and Information, Advice, and Legal Assistance (ICLA) for populations forced to move.
Ituri is a province in the east of the Democratic Republic of Congo. It is further north and shares its borders with Uganda and South Sudan. Ituri is experiencing a chronic and complex crisis which has been ongoing since 2017.
The security context is one of the most critical in the country. Around fifteen armed actors are still operational in the province. These are local armed groups (Codeco, Zaire, FPIC, FRPI, Maï-Maï, etc.) and an international actor ADF which is known to come from neighboring Uganda.
The NRC Area Office in Ituri is made up of around sixty staff. The projects implemented address issues in the sectors: Education, Rapid Response to Population Movements (RRMP), Protection against violence, Shelter, WASH (Shelter/Wash), and Information, Advice, and Legal Assistance ( ICLA). The food security sector, although not currently underway, can be relaunched taking into account the real needs identified during annual assessments.
The Elimu Kwanza Project strengthens the package of education activities to serve as a “Nexus” pilot in the context of education by tackling formal, accelerated education and the academic and socio-economic reintegration of young people in the territories of Mahagi and Djugu.
Role and responsibilities
The Consortium Manager is responsible for the implementation of the “Elimu Kwanza Project” in conjunction with the partners DRC, AJEDEC and FECOND. This is a strategic and managerial position with specialist skills in the area of education and capacity building.
- Develop, coordinate and manage the Elimu Kwanza project! in the DRC in accordance with the project proposal and strategy and the requirements of the donor (the EU);
- Manage, train and develop the CC Education teams of the NRC and partner organizations;
- Ensure high technical quality and transparent processes throughout the project cycle;
- Adhere to the Basic Education Skills tools and manuals and other NRC policies;
- Represent NRC in internal and external forums related to the Elimu Kwanza education project;
- Guarantee effective management of all project documentation (reporting, archiving, etc.);
- Develop, manage and monitor budget(s) in accordance with the Financial Manual and donor requirements;
- Guarantee transparent and efficient supply;
- Promote the rights of displaced people and returnees, explore and evaluate new and better ways to help;
- Implement project-specific protection priorities.
General professional skills :
- Minimum 04 years of experience working at a senior level in managing education programs in a humanitarian/recovery context in the DRC;
- Experience working in complex and volatile contexts;
- Expertise in technical education;
- Strong budget management skills;
- Prior experience in financing management of European Union (EU) Projects;
- Self-knowledge and managerial maturity
- Exceptional communication skills, both written and oral in French; (good command of French, knowledge of Swahili and basic English).
- Self-control and proven leadership skills;
- Commitment to child rights and child protection in conflict contexts and with regard to education in the DRC;
- Previous experience leading a consortium will be an asset.
- Experience in starting projects and/or piloting new approaches
- Good understanding of INEE minimum standards, conflict-sensitive education, Crisis Teacher Packs and psychosocial support techniques such as the NRC Better Learning Program (BLP);
- Good understanding of the education and training program for young people, including monitoring their socio-economic integration;
- An understanding of the different steps and tools involved in carrying out a market assessment would be an asset;
- Proven experience in building internal and external capacities.
