Position: Construction/Civil Engineer (Consultant)

Direct Supervisor: Human Resource for Health Project Manager

Administrative reporting: Area Manager – North Darfur

Coordination: Health and WASH Sector Teams

Location: Based in El-Fisher

JOB SUMMARY:

The Construction/Civil Engineer Consultant will lead and provide oversight of all construction and rehabilitation works at El-Fisher Academic Health Science. He/ She will support construction design reviews and provide expertise in engineering project management. This role will include planning, engineering design, construction procurements, monitoring, supervision and contract management of construction activities.

The position is based full-time El-Fisher, in North Darfur state and she/he will report to the Human Resource for Health Project Manager. He/She will oversee and guide construction and rehabilitation works, and will also oversee the equipping of the training institution in conformity with Sudan national standards.

ESSENTIAL JOB FUNCTIONS:

  • Review of technical documentation, assessments and surveys (geotechnical elaborates, existing and future lay out).
  • Undertake and review preliminary and detailed technical designs including preparing drawings, schematics, masterplans, design calculations, reports, and technical specifications.
  • Prepare and review bill of quantities with estimation of costs, technical description, specification, drawings and scope of work.
  • Prepare terms of reference for construction and rehabilitation designs.
  • Assist in the preparation of procurement documents and technical evaluation reports of civil engineering tenders and bids.
  • Read, interpret and review of technical drawings, specifications and bill of quantities.
  • Assesses construction sites and estimate rehabilitation and construction needs.
  • Verify progress or completion of engineering projects and make recommendations for payment.
  • Monitor the construction projects for quality and timely implementation; track the progress against the agreed-on work plan and take appropriate remedial measures.
  • Conduct regular field visits, collect data and contribute to the preparation of accurate and timely reporting on outputs.
  • Oversee construction works, programming, coordination and management of contractual matters.
  • Write periodic reports on the infrastructure construction works progress including review and approval of periodic payment installments.
  • Prepare final reports upon completion of the construction work.
  • When necessary and in coordination with the DCD of Programs, support WASH and Civil Engineering projects in other states where RI is operational.
  • Act as WASH Technical Advisor/ Coordinator in the Absence of the Technical Advisor.

Representation/coordination with external actors

  • Represent RI at sector working groups, coordination meetings as well during other stakeholder meetings (if relevant), and maintain a positive, continuous and visible presence for RI.
  • Ensure RI’s mandate is shared with relevant stakeholders.
  • Pro-actively liaise and build rapport with local officials, community representatives, UN agencies, and any other relevant stakeholders
  • Attend WASH cluster and other WASH related coordination meetings physically in the state.
  • Attend virtually WASH coordination meetings held at national level.

Logistics

  • Liaise, as necessary, with the programs, procurement and supply chain, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

QUALIFICATIONS AND EXPERIENCE:

Education/Credentials:

  • Bchelor degree in Civil Engineering or related engineering specialty with strong construction background. Post Graduate studies in WASH related courses.
  • Knowledge and experience in engineering design software applications and construction works supervision.

Experience:

  • Minimum eight years of professional experience relevant to implementation of construction projects.
  • Experience with NGOs in relative sector is preferable.

  • Ability to work and contribute to team building.
