Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest from qualified candidates for a Construction Manager for the anticipated $25-50 million USAID-funded multi-year Amman Urban Resilience Activity (AURA) in Jordan.

The focus of this activity is on improving local governance and the enabling environment for urban climate resilience and decarbonization in the Greater Amman Municipality (GAM), focusing on interventions with high adaptation benefits. The potential activity may improve data-driven policymaking, planning, and budgeting, and may include interventions focusing on disaster risk reduction resulting from floods and extreme heat events, investment and access to climate funds, enhanced participation of local communities and the private sector, and targeted urban resilience infrastructure. This is anticipated to be a full-time position based in Amman, Jordan.

Responsibilities:

The Construction Manager will provide overall engineering leadership and technical expertise to the program. He/she will review, monitor, and oversee the design, engineering services, and management of urban resilience construction implemented under the USAID Amman Urban Resilience Activity, and be responsible for the oversight and quality control of development planning and other elements of the Activity that require expertise from an engineering perspective. Construction Manager responsibilities will include, but are not limited to:

* Conduct feasibility studies to inform decision making regarding proposed urban resilience projects, prioritizing essential construction needs

* Plan realistic and cost-effective implementation of construction activities, assuring construction activities are completed within budget and on time

* Provide engineering design; construction management services for urban resilience projects (e.g., stormwater and flood prevention infrastructure, green spaces, community-based renewable energy projects); procurement of selected

* Assure oversight of rehabilitation of existing, deteriorated urban infrastructure to strengthen its resilience while promoting nature-based solutions.

* Integrate urban nature-based solutions in construction and redevelopment projects in Amman.

* Oversee targeted construction of climate resilience and decarbonization infrastructure and limited renovation, rehabilitation, and expansion of existing climate resilience and decarbonization infrastructure.

* Obtain the necessary USAID approvals in advance of implementing any construction related activities under this contract

* Assist in the selection of qualified construction, and design and supervision firms.

* Provide advice and written feedback in the development of detailed engineering designs, plans, and cost estimates for construction and rehabilitation activities under the program.

* Evaluate designs, drawings, specifications, Bill of Quantities, schedules, health and safety plans, quality control and assurance plans, surveys, and lists of equipment requirements and provide written feedback and recommendations for improvement.

* Assess the operations and maintenance requirements for proposed construction activities and ensure these requirements are reflected in the drawings and contractual documents for construction.

* Conduct site visits to monitor the quality, safety, progress and environmental compliance of construction and rehabilitation activities as well as climate risk mitigation measures, maintain and update the project schedule for each construction site, and provide advice on alternate approaches to creatively resolve engineering problems.

* Verify the completion of works and recommend acceptance of the works, monitor, and analyze construction related claims (if any), and recommend acceptance or rejection.

* Coordinate with the relevant entities for the final acceptance of all completed projects, and verifying that projects are completed according to the design and contract requirements

Minimum Qualification Requirements:

* Bachelor’s degree in civil engineering, construction management or related engineering fields from an accredited university

* A valid membership in the Jordanian Engineers Association or has the ability to obtain membership within three months of date of hire.
* Minimum of seven years of progressively responsible and professional experience in architecture and engineering design and construction management of construction projects.

* Good knowledge of the Greater Amman Municipality plans, and procedures, including issues and challenges and ways to improve them to respond to these issues.

* Strong technical, analytical, quantitative, and conceptual skills to analyze issues and recommend and present solutions and/or options.

* Fluent in both written and spoken English and in Arabic are required. Demonstrated ability to prepare required reports in proper format and language.
