Construction Specialist At Welthungerhilfe

Up to December 2022, with a possibility of extension depending on performance and funding

Location:

Zwedru, Grand Gedeh County-with frequent travels to field locations in River Gee, Grand Kru and Sinoe Counties.

Objective of the Position:

The Construction Specialist will lead Welthungerhilfe’s infrastructure team in planning project infrastructure activities, set up construction sites, control the site works, timely mobilize required resources (Labour, materials, equipment/machinery etc) on sites before, during construction works, and manage construction activities according to WHH policy and acceptable construction management practice.

The Construction Specialist will also develop and put in place effective processes and procedures for the management of construction materials, contractors/labor, construction machinery, warehousing.

In addition, ensure that safety regulations and the environmental and sanitation plan is always adhered, that all activities are conducted in accordance with WHH General Conditions of Contract, International laws and building codes.

Duties and Responsibilities

The Construction Specialist will have the listed below specific responsibilities

  1. Ensure that all earmarked construction sites have been cleared appropriately, levelled and positions of all activities and structure are clearly marked including routes from movement of labour, vehicle and materials including site offices, toilets, kitchen etc.
  2. Ensure correct and accurate setting out of structures earmarked for constructions on all sites,
  3. Ensure proper construction of all structures as per design, technical specifications, size, geometry, and good construction practice,
  4. Ensure proper management of contracts and services on site (progress reports, material supervision, construction quality, weekly meetings)
  5. Ensure effective use of project resources/assets such as time, trucks, mixers, personnel etc. on all construction sites,
  6. Perform technical backstopping for HoP and project engineers,
  7. Perform regular monitoring visit to construction sites to inspect construction works and provide technical advice to Project Engineers and Contractors,
  8. Coordinate and ensure prompt progress reporting by the Engineers
  9. Ensure proper management of construction related contracts,
  10. Review and improve project construction implementation strategies
  11. Set up of processes and procedures for proper logistical management in terms of material supply and administration of these materials, transport and other possible services and costs in coordination with the project team.
  12. In coordination with the project staff, ensure that all required construction resources (labour, materials, machinery) are timely mobilized on site and properly positioned to avoid double handling and wastage of time and materials/efforts of human Labour,
  13. Supervise all planned construction works to ensure adherence to quality specified in the BOQ, technical specification and acceptable locally and international standards,
  14. Act as liaison with contractors and sub-contractors and WHH, MoH and MoPW
  15. Ensure proper administration of documentation on infra works for WHH, MoH and MoPW including keeping accurate documentation and reviewing contractor requests for payment,
  16. Prepare payments for contractors and service providers and participating in site visits and meetings with contractors and project stakeholders such as MoH and MoPW,
  17. Ensure international building codes are adhered to including regulations and rules a set by the Social and Environmental Impact Plan,
  18. Ensure regular information flow (reporting and meetings) in collaboration with the Senior Civil Engineer and the supervisors on Site,
  19. Reporting timely to Head of Project in an agreed regular frequency and ensuring that material usage and executed work data are safely recorded in the data bases,
  20. Convene and chair monthly/quarterly planning and coordination meetings
  21. Ensure adherence to quality assurance procedures for the site works, including ensuring quality control, materials testing and that defects are completely rectified by the respective contractors within the defect’s liability period,
  22. Build the capacities of Project and contractors’ staff in project cycle management,
  23. Ensure that Senior Civil Engineers and Civil Engineers and Logistics Staff (storekeepers, warehouse assistants etc.) carry out regular stock checks, report anomalies instantly and perform timely ordering and scheduling of materials and equipment.
  24. Ensure contract management files are always updated and that all contract issues are promptly addressed, and Head of Project always kept aware and that potential breach in contract by WHH is avoided always.
  25. Ensure the conduct of monthly Construction progress review meetings at all construction sites and with participation of all key stakeholders,
  26. Devise and propose to HoP, construction acceleration techniques and implement those proposed techniques once approved.

Education

A Bachelor’s Degree in Civil Engineering

Professional Experience

1. At least 7 years of professional experience in infrastructure development with illustrated progressively responsible functions,

2. Proven technical expertise in design and construction of infrastructure works such as health facilities, roads etc (including developing and reviewing bills of quantities, assessing local markets, cost estimations, etc.)

3. Demonstrated experience of on-site construction management and project management (including program monitoring, site supervision, site surveying, quality control and defects)

4. Possession of project management certification such as PMP, Prince2 etc

Language Skills

Excellent command of spoken and written English

Personal Skills

1. Good knowledge of Microsoft Office, especially: Word, Excel, Power Point, and internet applications

2. Proficient in use of design software such as AUTOCAD and Revit

3. Ability to pay attention to details.

4. Able to take initiative and act proactively.

5. Proven analytical skills

6. Flexible and able to work in difficult environment.
