- Project Context and Scope: **
The International Organization for Migration (IOM), under the “Multi-sector humanitarian response for persons affected by violence in northern Mozambique and supporting the Covid-19 vaccination campaign roll-out in , Botswana, Mozambique and South Africa” financed by the European Commission’s Directorate-General for Humanitarian Aid and Civil Protection (DG – ECHO) is supporting the Governments of three countries in Southern Africa – Botswana, Mozambique and South Africa to contribute to efforts towards facilitating access to COVID-19 vaccines in humanitarian settings and migration affected communities. effective roll-out of the Covid-19 vaccination campaign that leaves no one behind, especially vulnerable migrants, IDP and host communities. The overall goal of this action is to reduce the infection rates amongst vulnerable people in humanitarian settings.
This action aims to provide a multi-sectoral response across the target countries by
- Providing humanitarian aid to conflict-affected persons – especially internally displaced persons (IDPs), host communities
- Implementing the Displacement Tracking Matrix (DTM) systems to collect and analyze data which will help humanitarian partners target interventions for context-specific assistance and programming
- Supporting the effective roll-out of the Covid-19 vaccination campaign that leaves no one behind, especially vulnerable migrants, IDP and host communities
IOM has strong relationships with government, civil society partners, and is involved in a wide range of activities supporting government institutions, migrant population, and the host communities. At UNCT level, as a member of a core team, IOM participates in discussions related to the role out of vaccinations. In the framework of this Action, the International Organization for Migration Botswana Country Office in Gaborone is seeking the services of a consultant to conduct an assessment including mapping of return, reintegration services and community profiling in Botswana. IOM in Botswana is based in Gaborone.
With its longstanding experience and expertise in the field of immunization, the International Organization for Migration (IOM) will use the available funding to promote vaccination of vulnerable migrant populations that are at risk of being left behind in national vaccination campaigns. IOM will support COVID-19 vaccination efforts to ensure access to vaccines for vulnerable populations including migrants and mobile populations to reduce the infection rates.
4.1 Scope of Assessment and Survey
Overall, the assessment will include the following:
- The rapid assessments, mapping and profiling of vulnerable populations is intended to provide information to support vaccine delivery plans and to strengthen access to COVID-19 vaccines among vulnerable migrants, including those in humanitarian settings, and migration affected communities. This will entail the identification of priority beneficiaries with pre-existing vulnerabilities, including co-morbidities, disability and other vulnerability including irregular migrants and other migrant communities which may impact their capacity to access vaccines. This information will be crucial to support pre-registration/identification of vulnerable groups, undocumented migrants or internally displaced populations that face greater barriers in accessing care and COVID-19 vaccines. The mapping exercise will involve identification of key stakeholders and existing services available to vulnerable populations and migrants. Furthermore, the mapping will also include analysis of the factors impacting the economic, social and psychosocial well-being of communities in which migrants live; profile the needs of targeted communities and identify the factors that influence the decision of migrants to access or not access vaccination; and the opportunities for effective vaccine roll out.
- Misinformation spread through multiple channels could have a considerable effect on the acceptance of a COVID-19 vaccine. The accelerated pace of vaccine development has further heightened public anxieties and could compromise acceptance. In addition, to contribute towards increased vaccine acceptability and uptake, address hesitancy due to misinformation and build vaccine literacy among vulnerable population, IOM will also conduct surveys among migrant population in target communities in Botswana which will inform risk communication and community engagement (RCCE) activities and support development of tailored messaging. The surveys will assess the general knowledge, attitudes including perceptions towards vaccines, COVID-19 vaccines and the willingness to get vaccinated amongst migrant communities.
- Methodology
Overall, the methodology for the assessment will be agreed upon by the consultant in consultation with IOM, however, the design should employ a mixed methods approach and include:

· Key Informant Interviews
· Focus group Discussions
· Individual/Household Surveys
· Direct observation
The assessment will follow IOM’s Data Protection Principles, IOM Migration Data Governance Policy, UNEG’s norms and standards for evaluations, and relevant ethical guidelines. The consultant will be required to work closely with UNCT and agencies supporting risk communication and community engagement activities, including perception surveys, to ensure complimentary.
Deliverables and responsibilities of the consultant:
The consultant is expected to achieve the following deliverables:
- Consult partners working on COVID-19 vaccination programs to ensure complementarity with ongoing national level efforts
- Support the identification of study sites in coordination with IOM, partners, and based on desk review of available literature on migration-affected/migrant-hosting communities in Mozambique
- Draft methodology and prepare data collection tools for conduct of surveys and focus group discussions, ensuring that the assessment questions asked by IOM are well captured
- Apply for Ethical clearance in collaboration with IOM missions
- Identify and assemble a competent team of data collectors
- Conduct training and supervision of fieldworkers/Data collectors during implementation
- Develop implementation plan for roll-out of data collection activities
- Mobilise target populations and communities for the survey in each province
- Quantitative and Qualitative data collection and data transcription – Collection of data from selected participants (FGDs, KII, IDI)
- Data entry and quality control of data collection process.
- To oversee and coordinate fieldwork and provide quality assurance in the provinces/districts
- To write report comprising of detailed analysis on all five provinces;
IOM support to the consultant
· Introduce the lead consultant and Survey Team to respective government authorities, partners, project beneficiaries and community gate keepers.
· Monitor the implementation of data collection activities by the consultant
· In collaboration with the Consultant, coordinate the training of the Data collectors.
· Facilitate the dissemination of the Assessment/Survey Findings
The assessment will take place in 5 agreed districts in Botswana targeting Greater Gaborone and Greater Francistown. The analysis from this assessment will be used to inform project activities and interventions, particularly as they pertain to RCCE mass awareness campaigns including community outreach and sensitization.
5.1 Target population
• Mobile populations including adult and young migrants
• Local community members living in project intervention communities/sites.
• Community leaders and other adult men and women of reproductive age living in project intervention communities/sites.
5.2 Study Sites
Using experiences from the past projects and through consultation with stakeholders including migrant associations/representatives, government counterparts, and a desk review of available literature on migrant-hosting communities by the consultant, IOM and the consultant will together be responsible for the selection of communities in each province/district where the project will be implemented prior to the assessment.

- Performance indicators for the evaluation of results
· Vulnerable migrants, irregular migrants and host communities and other stakeholders have increased, and can demonstrate increased knowledge on COVID 19 vaccination
· Number of vulnerable migrants, irregular migrants and host communities accessing vaccinations in the target communities.
- Education, Experience and/or skills required
· Proven experience in migration studies, social sciences, public health population studies with a minimum of seven years of relevant work experience;
· Very good understanding of migration dynamics in Southern Africa;
· Relevant experience in implementing Migration and Health related research especially population surveys with key populations in Southern Africa or any other region;
· Strong writing, facilitation and analytical skills and excellent ability in research methods;
· Experience in working with UN agencies and other international organizations, regional bodies, governments, think tanks and other relevant stakeholders;
· Demonstrated experience in mixed methods research;
· Demonstrate cultural and language sensitivity
· Strong interpersonal and communications skills;
· Fluency in English (both oral and written) required.
- Travel required
The Consultancy will be undertaken in 5 districts in Gaborone, therefore there is no travel required outside the country.
