Objectives of the Service

Overall objectives and expectations of the service

The pre-test will be designed to capture responses to the materials of primary target audiences –villagers, pregnant women, women who have child/children under 2 years old and adolescents in Thapangthong and /or Phine districts, Savannket province.Further to this feedback will be sought from technical staff of the Government partners involved in the project, including DCDC (Department of Communicable Disease Control of MoH), Center for HIV/AIDS and Sexually Transmitted Infections (CHAS), Center for Malaria Parasitology and Entomology (CMPE), National Tuberculosis Center (NTC), Mother and Child Health Center (MCHC).

The pre-test will allow assessment of whether materials and messages will be well understood and received by the intended audience and make recommendations for adjustment. Findings may also serve as a tool for evidence-based adjustment of dissemination strategy including the training of facilitators.

Specific objectives

Key objectives of the pre-test are:

  • Provide gender, ethnic and age disaggregated data on the comprehension, attractiveness, acceptability and identification, and persuasion of the individual communication materials and dissemination method to be used.
  • Provide clear and relevant recommendations for the final adjustment of the communication materials.

The 5 analytical focus areas are:

  1. The interest/attraction of the target group to the contents of the various sections/topics in the MHEP?
  2. Understanding of the content and messages in the toolkit of the project target group.
  3. Acceptance of the content and messages in the MHEP of the project target group.
  4. Is the toolkit suitable for the target group of the project?
  5. The content and messages in the MHEP will result in the target group having basic knowledge about HIV/AIDS, tuberculosis and malaria and including behaviors to protect themselves from contracting these diseases.

Expected deliverables and work plan.

  1. Deliverables

Deliverables will include a full pre-test package, composed by:

  • A detailed testing protocol including detailed methodology and data collection tools; description of specific roles and responsibilities of baseline team members; resource requirements, logistics, and timeline;
  • Full narrative report describing findings and recommendations (max 40 pages);
  • Power point presentation of key findings.

Work Plan

Total mission duration: end of Jan 2023 Total 14-15 working days.

Requirement Qualifications

  • Lao based consultancy/Company
  • Team composition should include at least 4 members with experience in IEC material testing
  • Ability to identify and supply a team of experienced personnel with the knowledge, skills and expertise to conduct The MHEP testing
  • Availability in the MHEP testing timeframe and delivering high-quality of report in English and Lao versons
