Consultancy – Conducting Context Analysis in South Omo, Ethiopia At International Alert

International Alert is seeking a consultancy with the aim to deepen understanding of the socio-context and stakeholder analysis within the Omo Gibe Basin Plan under the Water, Peace and Security Project. The assignment aims to undertake a holistic context analysis, which will involve undertaking the South Omo zone’s historical, political, and socio-cultural conflict context. Furthermore, the analysis will identify stakeholders’ roles, existing capacities, and capacity needs to better deal with these risks that are influencing water-related conflict issues at stake in South Omo. The result of the analysis will support the Omo-Gibe Basin development plan and develop capacity-building interventions to address the identified capacity gaps.

The preferred consultant will have a master’s degree in relevant subjects, Sound knowledge of the context in Ethiopia and South Omo zone and the geographical scope of the study and ability to access the local communities and stakeholders. Strong demonstrated experience of conflict analysis/context analysis with sound knowledge of water, conflict, and peace from a conflict-sensitive perspective and understanding of policy context.

Objective of the assignment

The assignment aims to undertake a holistic context analysis, which will involve undertaking the South Omo zone’s historical, political, and socio-cultural conflict context. Furthermore, the analysis will identify stakeholders’ roles, existing capacities, and capacity needs to better deal with these risks that are influencing water-related conflict issues at stake in South Omo. The result of the analysis will support the Omo-Gibe Basin development plan and develop capacity-building interventions to address the identified capacity gaps.

The Specific Objectives for the assignment are as follows:

Socio-context analysis

  1. Identify and analyze socio-cultural, economic and political drivers of contention in the Omo-Gibe area, including:
    A. how this context impacts men, women, boys, and girls differently
    B. identify water-related challenges such as flooding, Drought, etc
  2. Identify and analyse the local grievances that have driven socio-political tensions and conflict, including.
    A. the dynamics that drive and that (may) mitigate them.
    B. the new emerging political and social issues.

Stakeholder and Institutional Analysis

  1. Identify and conduct a PIN (Position, Interest, Need) analysis of relevant stakeholder groups in the Omo-gibe basin and actors (that is institutional, social, or individual), including:
    A. their role in the prevention or resolution of water-related conflict in Omo-Gibe
    B. challenges and gaps that impact the capacities to address conflicts
    C. opportunities to collaborate with WPS and other institutions
  2. Identify mechanisms to strengthen their roles, capacities, and effectiveness (including through support by the WPS project).
  3. Assess their interest, capacity, willingness, and commitment to collaborate with Water, Peace, and Security project.
