CONSULTANCY – TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.**

Consultancy: EU Visibility Coordinator, Jerusalem

BACKGROUND

The UNRWA communications division HQ acts as the executive for all Agency-wide communications. The division directs and is responsible for the entirety of UNRWA public relations at a global and regional level.

An experienced EU Digital Communications Coordinator with real attention to detail, your primary responsibility will be to handling the EU visibility plan and coordinate with other field all related EU activities be responsible for working with the Donor Relations Division to design and manage the implementation of communications and visibility plans tailor-made to suit the needs of a wide variety of donors. A majority of time is devoted to managing an annually-produced European Commission visibility plan.

A confident written and verbal communicator, you will ensure the smooth running of UNRWA’s joint communications with major donors including the European Union. You must have an ability to relate and report to a range of different stakeholders, as well as an ability to work in a diverse and geographically-dispersed team.

Description of Duties and Responsibilities

• Work closely with the EU Representative Office in East Jerusalem, the UNRWA Donor Relations Division (DRD), field staff, specialist staff and local partners to research, devise and implement the annual EU visibility plan;

• Closely liaise with EU visibility focal points and stringers throughout the UNRWA field offices;

• Budgeting and Expenditure of all EU visibility activities and devising financial budget per year;

• Supervise tracking of expenditures of the approved customized EU visibility plan in coordination with Finance and Budget departments;

• Ensure collecting periodic reports from the fields, prepare and submit bi-annual and final monitoring and evaluation reports on EU visibility activities against the approved EU visibility plan, as required;

• Donor Communiqué and other donor related communications tasks per ERD request;

• Support UNRWA Communications Division on Agency-wide campaigns, including close coordination with partner divisions, field public information offices and programme focal points;

• Assist with creating and capturing original EU-UNRWA multimedia (photo, video and graphic design) materials for dissemination across website and social media channels;

• Conduct regular media and social media assessment reports to measure impact of EU-UNRWA digital communications efforts;

• Write and edit captivating human-interest stories, vibrant photo essays and other written and visual materials for EU and the Agency’s external communications;

• Support the UNRWA social-media presence; **

Essential Qualifications

  • A Bachelor’s degree from an accredited educational institution in Communications, Graphic Design, International Relations or any other related field;
  • Certified professional training in photography and video editing, visual storytelling and graphic design;.**
  • At least 6 years of relevant experience working in media/communications, including the drafting of press releases and press invitations of which at least 2 continuous years of relevant international work experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number;
  • At least 2 years experience working with donors and representative offices, including the organization of signing ceremonies;
  • Proficiency in Adobe creative suite;
  • Experience of developing, implementing and evaluating high profile, innovative and ambitious multi-media strategies and ensuring effective coverage for donors;
  • Experience creating content specifically for social media platforms;
  • Excellent command of spoken and written English.

DESIRABLE QUALIFICATIONS

  • Relevant experience in a UN system agency or organization;**
  • Knowledge of the Palestine refugee question and UNRWA;**
  • Experience of working in a fast-paced team;**
  • Knowledge of Arabic or other UN languages;**

CONDITIONS OF SERVICE

· The duration of the consultancy is initially 6 months with a possibility for renewal subject to availability of funds and continued need. **

· Remuneration is at the P3 equivalent and will depend on the qualifications and work experience.**

· All copyrights in all the photographs produced in the performance of this contract will be vested exclusively in UNRWA. Any use of them should be made with prior written consent. **

· Photographic equipment will be provided by UNRWA.**

· Transportation and logistics for photography assignments will be coordinated by UNRWA. **
