CONSULTANCY FOR E-LEARNING PLATFORM AND WEB DESIGN DEVELOPMENT

Terms of Reference

Background:

RefuSHE is an organization in Kenya devoted to protecting and empowering urban, unaccompanied, and separated refugee children and youth, especially girls, young women, and their children, living in Nairobi, Kenya. Our holistic model provides opportunities for refugee girls to access their human rights, experience economic success, build transferable skills, and become leaders in their own communities.

COVID-19 heightened the economic vulnerability of refugee women and girls. Moreover, the suspension of educational activities in 2020-2021 increased the likelihood that refugee young women and girls would drop out of school and become vulnerable to child labor, child marriage, and other forms of exploitation. In response, RefuSHE has worked on video content that will be hosted on the platform to support micro learning to bridge the needs of refugee women and girls in the community.

Objective:

Our goal is to create a bespoke custom-made, low bandwidth eLearning web app that will host and deliver rich media content (vocational skills, entrepreneurship and mental wellness videos) to be accesses by young refugee mothers and businesswomen in Kenyan urban areas (mainly Nairobi and Nakuru). For your consideration the end user’s demographic consist of:

• Young mother and business owners with low to no digital literacy skills
• Women and girls have basic smartphones that mostly have low storage (mainly Android)
• Limited access to internet connectivity with Safaricom/ Airtel data bundles as the primary mode of internet access
• Users may have low literacy levels and therefore rely on graphics to access content
• Users have different language proficiency with Kiswahili being the most prevalent

The contract will have 3 phases:

RefuSHE is inviting proposals from reputable and qualified consultants with a track record of success in designing and producing solutions, to develop an intuitive learning site that is responsive and relevant to our user needs. Additionally, the consultants should provide their profiles with links to their GitHub or any other online profile showcasing work they have done.

Required Qualifications:

• Five (5) years of progressively responsible experience creating eLearning application preferably with experience creating a skill development platform and conversant with WordPress Development Technologies
• Proficiency in technologies of the web i.e.: JavaScript, jQuery HTML, and CSS/Bootstrap, experience in at least one modern UI framework (e.g., AngularJS, ReactJS, etc), and experience in building eLearning web applications
• Data-driven and motivated by success and learnings through experiments and metrics analysis
• Experience with bug tracking and project documentation (JIRA, Trac, Bugzilla)
• Experience building responsive platforms for low digital literacy adults is highly desirable

1. Domain and Hosting

The Consultant will define a domain and hosting plan. Note that the platform is primarily video content with prospects of holding about 1000 users at the same time, therefore include options of unmetered hosting and bandwidth in your proposal.

1. Prototype

Following the RefuSHE’s branding guidelines, the consultant will be expected to design a new look-and-feel for the site. The brand colours, themes and logo will be provided therefore the consultant will not be expected to provide this. The consultant will submit at least three prototypes to the client for approval based on the user persona outlined above.

1. Platform Buildout

Based on the approved prototype, the consultant will undertake design and development of the new site in accordance with agreed timelines. As per our research, apart from considering the user persona, the key aspects to guide the platform features include but is not limited to:

• Low literacy and numeracy skill intuitive login/registration and interface
• Video watch page with a string of consecutive modules
• Video analytic tools that do not breach data protection policies but inform user activities around content consumption
• An admin panel with basic controls, an inclusion of bulk enrollment capabilities, and data extraction tools

1. Website Management and Maintenance

In addition to the design and development of the website, the Consultant is

responsible for the management and maintenance of the website throughout the period of the contract (6 months post launch) under the supervision of the client.

Total Consolidated Cost

Delivery:

Delivery Date will be by end of October 2022 with an expected start date of August 1st 2022. The developer will provide the source code with the documentation after delivery of the project.
