Consultancy For Independent verification of Results At Triggerise

Background and Context
Triggerise Stichting is a Dutch non-profit founded in 2014 that implements health and wellbeing programmes in seven countries, primarily in Sub-Saharan Africa and India. Triggerise has partnered with the Embassy of the Kingdom of the Netherlands (EKN) in Ethiopia since 2018 to support young women’s access to sexual and reproductive health (SRH) services and products via our mobile technology powered motivation platform and ecosystem (called Tiko). To date, our platform has connected over 75,000 adolescent girls and young women aged 15-35 to contraceptives and other health services through an established and vibrant ecosystem of providers in Addis Ababa and Bahir dar.

In May 2022, Triggerise Ethiopia entered into a Results Based Financing (RBF) agreement with EKN for work on SRH in Addis Ababa and Bahir Data. The data that Triggerise reports for the payment metric (PM) will come from its Tiko digital platform. EKN has agreed for Triggerise to report results from data generated from this platform. In the context of this new arrangement, Triggerise is looking for an agency to provide independent and objective assurance to EKN on the integrity of the data reported by Triggerise to EKN on the PM.

Our Tiko digital platform reimagines the way that health and job skills interventions for young people are designed, delivered and managed. We have created a user journey that enrolls young people through peers in their community, connects them to responsive, high quality services and products, and that motivates continued engagement. However, we also know that there is always room for improvement and that the voice of our ultimate beneficiaries is important. For this reason, we ask our users to rate the services they receive, creating a feedback loop that ensures continuous improvement in service quality and improves accountability for services they have received. Each step of this user journey is captured in our digital platform and generates data, which as outlined below, will form the basis of the verification exercise.

Scope of Work
Triggerise is looking for a consultant to carry out an independent verification of the tiko platform for the overall accuracy, completeness, and consistency of data reported for the system. On an annual basis until the project is finalized (until Dec 2024), the consultant will be provided access to the Tiko digital platform to assess the below four elements for data integrity which will enable the consultant to inform the EKN on whether the data reported by Triggerise for the PM is of sufficient integrity to enable the EKN to rely on it for the purposes of making payments to Triggerise.

Entity integrity: relies on the creation of primary keys — the unique values that identify pieces of data — to ensure that data isn’t listed more than once and that no field in a table is null. It’s a feature of relational systems which store data in tables that can be linked and used in a variety of ways;
Referential integrity: Referential integrity refers to the series of processes that make sure data is stored and used uniformly. Rules embedded into the database’s structure about how foreign keys are used ensure that only appropriate changes, additions, or deletions of data occur. Rules may include constraints that eliminate the entry of duplicate data, guarantee that data entry is accurate, and/or disallow the entry of data that doesn’t apply;
Domain integrity: Domain integrity is the collection of processes that ensure the accuracy of each piece of data in a domain. In this context, a domain is a set of acceptable values that a column is allowed to contain. It can include constraints and other measures that limit the format, type, and amount of data entered.
User-defined integrity: User-defined integrity involves the rules and constraints created by the user to fit their particular needs. Sometimes entity, referential, and domain integrity aren’t enough to safeguard data. Often, specific business rules must be taken into account and incorporated into data integrity measures.
Expected Deliverables
The consultant is expected to:

To assess the Tiko platform for data integrity using the above four elements and submit an annual report on the integrity of the data reported by Triggerise to EKN.
To have completed the engagement and provided the deliverables by 15th December 2022.
Required Skills and Expertise

We are seeking a consultant with technical expertise and experience in e-data audit.

Demonstrated experience and expertise in undertaking data integrity audits for e-data
Expert command of Excel
Ability to translate complex inputs and outputs to a non-technical audience
Ability to respond to comments and questions in a timely, appropriate manner
Excellent verbal and written communication in English required
