Consultancy for reviewing Plan International Myanmar Country Strategy and Transformation Plan
(Structure in light of Country Strategy and emerging trends)
I. BACKGROUND
Plan International is a rights-based development and humanitarian organization working for equality for girls and better lives for all children. We are independent of government and have no political or religious affiliation.
Our purpose is to strive for a just world that advances children’s rights and equality for girls.
We have been building powerful partnerships for children for 80 years and are now active in more than 70 countries.

About Plan Myanmar (History)
Plan International is an international child and youth development organization dedicated to promote the realization of children and young people’s rights, especially girl’s rights, in both development and humanitarian settings. Plan International in Myanmar is supporting a broad spectrum of initiatives designed to support integrated child development and youth empowerment outcomes that are strategically aligned with the national government’s priorities. Sectors of focus include: Early Childhood Care and Development (ECCD), Maternal, Newborn and Child Health and Nutrition (MNCHN), Water, Sanitation and Hygiene (WASH), Resilience and Disaster Risk Reduction (DRR), Child Protection, Education, Adolescent Development, Youth Economic Empowerment, Youth-Led Peace Building and Social Cohesion, Sexual Reproductive Health and Rights (SRHR), and Non-Communicable Disease (NCD) Prevention among young people.
Plan’s work at country level draws from and contextualizes Plan’s global program strategies and frameworks, seeking to embody worldwide values and principles for development and humanitarian work to support the needs of girls and children in Myanmar. To accomplish this the Country Office is supported by a network of Plan national offices with whom the country team partners to implement the country strategy. The federated network of Plan members is a key stakeholder group in our work.
To support the implementation of Plan’s global strategy, we are recruiting a consultant who will support the leadership team in strengthening the alignment of the Plan International Myanmar office with our strategy.
The consultant will report to the Country Director, working closely with the Country HR Manager.
Due to the prevailing geopolitical and COVID situation, the consultancy work will be done remotely.
II. PURPOSE OF ASSIGNMENT
Plan International Myanmar country strategy reflects Plan’s Asia Pacific and global transformation strategy ‘100 Million Reasons’ Framework.
Since the launch of the country strategy, the country context has significantly changed. Currently the country is facing crisis at political, social, security and financial levels and COVID-19 has further compounded the situation. The consultant is tasked to review the country strategy with relevance to the changed context through desk review, undertake consultation with key staff, and make necessary recommendations (if any) to propose new ways of working. The recommendations made will support the country management team in devising an appropriate implementation strategy. The consultant will then lead a discussion with Plan International representatives in light of these recommendations on the current structure of the Myanmar Country Office, its current working modalities, and the possible way forward.
III. SCOPE OF WORK
· Review the newly approved country strategy in light of the changed context
· Engage with the Country Management team, as well as the extended country management team, by facilitating online meetings, in order to seek their view on what changes should be made, if any, to the current strategy
· Provide advice and expertise to enable the Country Management Team to lead structured organizational change, ensuring overall consistency with Plan International’s strategy, whilst accommodating local flexibility.
· Engage Plan International’s country management and other leadership in a discussion regarding the current set up of the Myanmar Office, including working modalities.
· Provide recommendations, and a business plan, in terms of setup of the Country Office and its way of working.
· Facilitate and guide the development of comprehensive, viable and scalable organization designs for Plan International Myanmar – to combine and increase reach and impact for children, especially girls.
· Facilitates leadership and skills’ appreciation, supporting leaders in strengthening their capability and key skill groups that are critical to organizational capacity to deliver quality programs.
· Facilitates the embedding of Plan International’s culture and values throughout the organization.
IV. Required Documents
As a requirement for this role, the consultant shall be given access to applicable Plan International organizational and strategic documents, which will include, among other things the newly approved Country Strategy (2021-2025), the Country Transformation strategy, security briefs etc.
V. DURATION OF THE ASSIGNMENT
This assignment will commence July 2021 and the maximum amount of working days will be 15 days.
VI. Line Management
The consultant shall directly report to the Country Director for the duration of this assignment.
VII. Deliverable
- Light touch review of the approved country strategy (if required)
- Revised structure to effectively deliver the strategy
- Identification of skills required for key positions
- Recommendation for training plan
