The Multi-Country Operations Department of the DRC WANALA Regional Office is soliciting proposals from consultants (individuals or offices) aimed at carrying out a mid-term evaluation of the project called FLASH

Since June 2022, DRC has been implementing the FLASH – First Line local humanitarian Alliance in the Sahel hot-spots project. The project, funded by FCDO, aims to strategically strengthen several local/national organizations in the Liptako-Gourma region, so that they can increase their capacities in preparing and responding to emergencies.

The evaluation will focus on the analysis of the first phase of the project (June 2022-December 2023), in order to identify the issues and successes and capitalize on them for the next stages of the project. The study should evaluate the different dimensions of the project, in particular (i) the partnership aspect and the perceptions of the different stakeholders within DRC and local organizations, and (ii) aspects linked to the quality of assistance interventions. carried out by partner organizations so far, in order to identify operational gaps and points of improvement.

Learning represents an important component of this project, particularly with regard to risk management and the methods of support and accompaniment of local partners. The results of this study will be used by the multi-country team and partners to communicate with other stakeholders (DRC Global, Sahel Regional Fund (SRF), Country RRM Mechanisms, etc.) and contribute to the advancement of the location calendar.

Accordingly, the DRC hereby requests you to submit your proposal on the basis of this RFP and the terms of reference (TOR) contained in Annex G
