Consultancy: Guidance and Capacity Building – Linking Humanitarian Cash & Voucher Assistance with Child Sensitive Social Protection At Save the Children

1. Background

Save the Children is a rights-based organization, which delivers both humanitarian and development programming including influencing and supporting duty-bearers such as governments to ensure children’s rights are upheld and needs are met. Save the Children has been a pioneer and lead organisation in emergency cash-based programmes and has been influencing changes in government social protection programmes and systems for many years.

Being a leading global actor that works across the traditional “humanitarian-development” divide (“Nexus”), Save the Children is seeking to improve the coherence and build synergies between Humanitarian Cash and Voucher Assistance (HCVA) and Child Sensitive Social Protection (CSSP) work.

In 2021, Save the Children established a Task Team which conducted a literature review and drafted a toolkit aimed at providing programmatic guidance on “Linking Humanitarian CVA with Child Sensitive Social Protection.

2. Scope of Consultancy

2.1 Objective

Provide programmatic guidance and develop the capacities of Save the Children’s Global, Regional and Country Offices, as well as its partners, on “Linking Humanitarian CVA with Child Sensitive Social Protection”.

The target audience for this work includes but is not limited to CVA and CSSP technical experts across humanitarian and development, as well as Collaborative Cash Delivery Network (CCD) members and local organizations who express interest in this initiative.

2.2 Outputs & Delivery

2.2.1 A Toolkit providing programmatic guidance on linking Humanitarian CVA with (Child Sensitive) Social Protection Programmes is refined, tested, and finalized

Save the Children Task Team on “Linking HCVA with CSSP in Fragile and Conflict affected Contexts” has started developing a toolkit aimed at providing programmatic guidance on how to align and/or transition from Humanitarian Cash to Child Sensitive Social Protection programmes. The consultant is expected to refine, test, and finalize the toolkit working with COs and its partners.

The toolkit should be finalized throughout a solid consultation process, including StC Regional and Country Offices, key partners and interested stakeholders as: local organizations, CCD members, the CaLP network, UNICEF and other NGOs, UN agencies and donors expressing interest in this initiative. The consultant is expected to develop qualitative and quantitative tools (e.g. key informant interview questionnaires, online surveys etc.) to guide the consultation process.

The toolkit should include the following components, which might be refined during the consultation process:

  • A flow of possible options according to the humanitarian context, the cash ecosystem, the existence and maturity of the Social Protection Systems in country, which will guide practitioners on the selection of the most appropriate approach to align HCVA with SP and/or support its transitioning towards shock responsive CSSP programmes.
  • For each of the potential approaches, a pathway (or building blocks) indicating the key steps to undertake and related resources (e.g. guidance, frameworks etc) to support and guide practitioners in assessing the Humanitarian and Social Protection eco-systems, designing, implementing and monitoring programmesstrategies and policies while aligning HCVA with SP and/or transitioning towards CSSP.
  • Considering StC mandate, specific sessions of the toolkit should be dedicated, for each of potential approaches, on how to mainstream, align and/or transitioning towards Child Sensitive Social Protection.

The toolkit should build on existing approaches and toolkit as for example the CaLP “Linking Humanitarian CVA and Social Protection”.

The toolkit’s format should be agreed with the consultancy manager and the Task Team and should be designed in a way that could be easily made available online and used as a training resource.

Based on identified gaps, the consultancy might develop new resources in agreement with the consultancy manager and the Task Team.

The consultancy is expected to develop recommendations for continuous improvements of the Toolkit, and a plan for its institutionalization and dissemination.

2.3 Capacity Building

Once the above-mentioned toolkit has been finalized, the consultancy is expected to:

  • Design training materials on Linking HCVA with Social Protection, in line with the above-mentioned toolkit, CaLP and other existing relevant resources.
  • Conduct 3 distance trainings, targeting Regional and Country Offices as well their partners. The training sessions are expected to last 2 days each (TBD): Day 1 focused in providing fundamental concepts; Day 2 focused on CO/ROs applying the acquired knowledge and toolkit on their specific context.
  • Refine the training materials and the toolkit (as needed) accordingly to the trainings conducted.

3. Management & Resources

The consultancy will be entirely home based. The consultant will be reporting to the consultancy’s manager and the formed Steering Committee. The Consultancy Manager and the Task Team will support the consultant by making available essential resources (i.e. Internal and external to Stc), providing a list of contacts for StC and partners organization to contact and consult as needed.

4. Timeline

The expected timeline for the consultancy is described below. The exact number of days required to undertake the consultancy should be specified by the consultant in her/his technical and financial proposal.

Week 1:

  • Induction with StC Staff
  • Preparation of methodology for StC and partners consultation process
  • Desk Review: literature, existing toolkit / trainings

Week 1 & 2:

  • Save the Children scheduling interviews/organizing consultation process

Week 3:

  • Consultation process and data analysis (to inform the designing of the toolkit and training package)

Week 4 & 5:

  • Toolkit refinement
  • Training material preparation

Week 6 & 7:

  • Conduction of 3 Trainings (testing and refinement material course / toolkit)

Week 8:

  • Finalization of training packages and toolkit
  • Report drafting (including recommendations)

5. Consultants Competencies

  • Demonstrable understanding of Humanitarian CVA and Social protection.
  • Demonstrable experience in designing, implementing and/or evaluating programmes linking Humanitarian CVA with Social Protection
  • At least 5 years of field experience managing and/or providing technical advisory in Humanitarian CVA and/or Social Protection (preferably in Fragile context and/or protracted crisis).
  • Demonstrable experience in collaborating with Regional and Country Offices and multiple stakeholders.
  • Previous experience in developing institutional guidance and/or toolkits
  • Previous experience in developing and conducting distance learning trainings
  • Fluency in English. Fluency in French, Spanish or Arabic is an asset

Proposals should be received no later than 21st August 2022.

The body of the proposal should include technical and financial proposals, including:

  • Cover letter explaining how the organization / individual consultant matches the required competencies and the expected work
  • Profile of the organization or latest curriculum vitae of the consultant plus any supporting team members
  • The methodology proposed for implementing the work in relation to the expected outputs and deliverable
  • Tentative work plan and timeline
  • Financial proposal

The consultant should clearly indicate his/her previous experiences relevant to undertake the Consultancy Service and indicate at least three (3) recent references of related work. The Financial Proposal should include the total financial requirement in US dollars, indicating daily rates and a breakdown of costs for each output to be accomplished.
