Consultancy: Mapping exercise of practices related to the provision of humanitarian assistance to migrants in distress At International Organization for Migration

Background

The International Migration Review Forum (IMRF) Progress Declaration requests the United Nations Secretary-General, with the support of the United Nations Network on Migration (UNNM) and other actors, to include actionable recommendations on strengthening cooperation on missing migrants and providing humanitarian assistance to migrants in distress, including by collaborating with humanitarian actors, in his next biennial report due in 2024, with the aim of preventing loss of life in transit.

Against this backdrop, the UNNM as part of its 2022-2024 work plan, has created a workstream to develop recommendations for consideration of the Secretary-General. The workstream is co-led by

the International Committee of the Red Cross (ICRC), the International Federation of the Red Cross and Red Crescent Societies (IFRC), the International Organization for Migration (IOM), and the United Nations High Commissioner for Refugees (UNHCR). IOM is the hiring entity for this consultancy.

Objective of the consultancy

Members of this workstream have identified the need to conduct a mapping of existing promising practices with regard to strengthening cooperation on providing humanitarian assistance to migrants in distress to inform and substantiate more targeted and actionable recommendations. This mapping exercise can also inform the 2024 Regional Reviews of the Global Compact for Safe, Orderly and Regular Migration (GCM).

The promising practices collected will be uploaded to the Migration Network Hub’s Repository of Practices. The consultant will also draft a chapeau document explaining the methodology of the exercise as well as the key takeaways which will be posted in the Network’s website, including the Hub. When possible, the workstream will also collect lessons learned from practices that contribute to negative outcomes, including migrants losing their lives in transit. While these “negative” practices will not be circulated in the Migration Network Hub, they will help the workstream develop more meaningful and actionable recommendations.

While cooperation challenges and successes will vary from context to context, the UNNM workstream will take a whole-of-society approach in line with the GCM along the following:

  • Inter-governmental: international, regional, route-based and multi- and bilateral.
  • Intra-governmental: multiple Ministries and government departments.
  • National and local level: including cities and municipalities.
  • Government and civil society: including I/NGOs, private sector at regional, national and local level, migrants, their families, and migrant hosting communities.
  • Government, civil society and humanitarian actors: including the United Nations and other intergovernmental actors
  • The UNNM workstream will build on existing guidance and previously collected practices including those in the Guidelines to Protect Migrants in Countries Experiencing Conflict or Natural Disasters. It will also be guided by a document which outlines the general understanding of key notions contained in paragraph 76 of the Progress Declaration.

Tasks to be performed

Under the overall supervision of IOM’s Department of Operations and Emergencies and in close consultation with IFRC and UNHCR, the consultant will be responsible for the following tasks:

  • Carry out desktop research and liaise with key stakeholders to identify practices to be analysed.
  • Conduct key informant interviews to collect all the necessary information on the practices.
  • Prepare a summary of all practices collected, including those leading to negative outcomes.
  • Compile and describe at least ten promising practices using the submission form for the Migration Network Hub Repository of Practices.
  • Draft a brief document explaining the purpose, methodology and key takeaways of the mapping exercise.

The consultant will be expected to engage with IOM, IFRC and UNHCR experts as well as representatives of government and civil society around the world.

Deliverables

The consultant will be responsible for the following deliverables:

  1. Inception report including agreed work plan and data collection tools as may be relevant.
  2. A summary of all practices collected.
  3. At least ten submission forms for the Migration Network Hub’s Repository of Practices filled out with examples of promising practices.
  4. A chapeau document explaining the purpose, methodology and key takeaways of the mapping exercise.

Timeline

The consultancy will commence on or before 15 April 2023. The number of days for this consultancy is not yet determined.

The consultancy is home-based with travel to the field if deemed necessary.

Qualifications

The successful applicant/applicant team will have the following qualifications:

  • University education at the master’s level or higher, in a relevant discipline.
  • Demonstrated professional expertise on the topic of humanitarian assistance, specifically in relation to migrants and other mobile populations.
  • Familiarity with migration-related policy processes, including the Global Compact on Migration.
  • Ability to effectively engage with multiple stakeholders, including representatives of government agencies.
  • Excellent English writing skills.

Knowledge of Spanish and/or French is a strong advantage.

  • CV (maximum 2 pages);
