We are looking for a consultant to lead the Mid-Term Review (MTR) of the Pakistan Monsoon Flood 2022 operation (MDRPK023). Please see details in the Terms of Reference (ToR). Here is some of the key information on the consultancy: –
Review Purpose and Scope:
- Assess the relevance, efficiency, effectiveness and coordination of the ongoing International Red Cross and Red Crescent Federation-wide response to the Pakistan Monsoon Floods 2022 led by the Pakistan Red Crescent Society (PRCS), to inform the continued response in Pakistan, as well as to provide lessons for future global emergency relief operations.
- Focus on the Federation-wide response including the collaboration with in-country participating National Societies
- Reflect on the federation-wide approach undertaken by the operation.
- Consult with key external stakeholders including partner organisations and government agencies relevant to the review objectives.
- Geographically, the scope of the review will include areas in Pakistan served by PRCS as a part of the flood response, focusing on Sindh, Balochistan, Khyber Pakhtunkhwa and Punjab provinces.
Specific Deliverables/Outputs:
- Review work plan/inception report
- Participatory validation workshop in Pakistan to take place before the review team leaves the field.
- Final anonymized data sets that the review findings are based on, for both quantitative and qualitative data collection.
- Final MTR report
- Final MTR report presentation that includes a summary of the MTR report (including process, findings, and recommendations)
- Federation-wide approach checklist
