Background
The Global Nutrition Cluster Technical Alliance (GNC Technical Alliance or Alliance) is an initiative for the mutual benefit of the nutrition community, and affected populations, to improve the quality of nutrition in emergency preparedness, response, and recovery. The GNC Technical Alliance Partners are made up of the GNC partners and other individuals, organizations, initiatives, and academia at global, regional and national levels that hold nutrition technical expertise across the humanitarian and development spheres.
The Alliance’s Technical Support Team (TST) provides on-demand technical support for nutrition in emergencies both remotely and in-country.
The Syria Nutrition Cluster have requested the support of the TST to support the development of a framework for establishing stabilization centres in Northwest Syria.
Objective
The Technical Adviser will contribute to strengthening the overall emergency nutrition response by developing procedures and building the capacity of response stakeholders to plan and establish stabilization centres in Northwest Syria.
Service description
A detailed terms of reference is under development, but will likely include the following:

Conduct a review of available documentation and if necessary, conduct interviews in order to understand:
o The Syrian context including health system, nutrition response and humanitarian response
o The current system for management of wasting in NW Syria, including for complicated SAM requiring inpatient care
o Procedures for stabilization centre (SC) establishment and operation in other contexts, particularly in the region.

Work closely with eight master trainers and the CMAM Technical Working Group and partners (including health authorities and nutrition cluster partners) through individual meetings and/or workshops to establish consensus on the identification and process for setting up SC.

Support the development of a guiding document and tools for the establishment and operationalization of SC including:
a. Criteria and conditions for establishing SCs
b. Necessary equipment, staff, supplies/supply lines, referral mechanism training need
c. Sequence and routine of activities, responsibilities of key human resources
d. Quality standard and monitoring framework
e. Capacity assessment tool for SCs

Develop and facilitate an orientation on how to establish, implement and monitor SCs for the eight master trainers (already trained on CMAM).
o Conduct capacity assessment using online survey to inform orientation
o Develop modules including tools such as slides and handouts
o Conduct pre and post orientation assessment
o Develop on-going training/coaching plan (including identifying who will do it)
o Develop orientation report
TIMELINE
It is hoped the work will take place for 8 weeks, estimated dates: 1st May-30th June
Required profile
QUALIFICATIONS & EXPERIENCE
● Master’s degree in Economic, Social Science, Nutrition, Public Health, or related field.
● Preferably a medical doctor.
● At least 5 years work experience in CMAM programming in humanitarian settings with experience in inpatient care.
● Knowledge and demonstrated experience on nutrition and public health in emergencies with a specific experience on monitoring and evaluation and capacity assessment.
● Demonstrated experience in designing and conducting surveys of gaps and mapping of initiatives.
● Demonstrated experience in capacity building, including conducting learning needs assessment, capacity assessment and capacity building strategies.
● Ability to analyze diverse information and develop recommendations for an appropriate response to emergencies.
● Demonstrated understanding and commitment to humanitarian principles.
● Experience in the development of innovative training tools (will be considered an asset).
KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES
● Strong skills in coordination and the ability to work effectively with a range of stakeholders, including nutrition clusters, partners and the Ministry of Health.
● Highly developed writing skills – both at a programmatic level (assessment reports, proposals) and a policy level (policy papers, guidance notes).
● Strong communications skills (both written and verbal) at a level appropriate for high- level external representation presentations).
● Flexibility in WoW: the nature of the consultancy work might shift based on emerging needs.
● Working knowledge of English is essential, and Arabic highly desirable.
DUTY STATION/LOCATION:
This position will be remote with travel to Gazientep, Turkey.
SUPERVISORS
The consultant will be supervised by both the TST Coordination Unit (based at AAH Canada) and the in-country requester (NW Syria Nutrition Cluster).
Contract modality
Fixed term deliverable-based contract with Action Against Hunger Canada.
