Consultancy on SUPPORT FOR THE DEVELOPMENT OF THE STRATEGY FOR THE INTEGRATION OF GENDER, DIVERSITY, INCLUSION AND PROTECTION AT THE INSTITUTIONAL AND PROGRAMMATIC LEVELS OF ACTION AGAINST HUNGER

Brief description:

The objective of this consultation is to receive competitive offers for ACF’s support in developing a strategy to implement the gender policy and the protection policy at the strategic, operational and programmatic level, enabling the identification of necessary actions, the definition of required resources, the development of an action plan, as well as monitoring methods.

Methodology

The methodology must include, at a minimum:

  • Meeting points with the steering committee (composed of representatives from all headquarters departments and representatives from country offices, at least at the start and end of the service.
  • A bibliographic review: policy documents, strategies, management action plans, gender audit results, etc.;
  • Interviews with resource persons from headquarters and Country Offices and (virtual) workshops for the co-construction of the strategy, the action plan and the monitoring plan by department and by service (headquarters and Country Offices).
  • The consultancy proposal must provide for deadlines for the review and validation of the strategy, action plan and monitoring by the Board of Directors and General Management.

The methodology will be the subject of a precise and detailed description, in which the service provider will justify the methodological choices made and the distribution of time.

Deliverables

In connection with the expected content of the service described above, the following deliverables are expected from the consultancy:

  1. A framework note (electronic support) of 10 to 20 pages. This note will present the methodology and work plan for carrying out the service, including data collection protocols and analysis methods.
  2. A report presenting the main results, recommendations and directions for defining the strategy.
  3. To be drafted by the steering committee and the various departments, services, etc., in close collaboration with the consultant: a strategy document for the integration of gender, diversity, inclusion and protection at all levels of the organization (governance bodies, departments, services, sectors, headquarters and country offices).
  4. A detailed action and monitoring plan. This plan will define the actions, the resources required, the monitoring indicators as well as the roles and responsibilities of the stakeholders.
  5. A PowerPoint (PPT) presentation used to present the strategy and action and monitoring plan to the management committee and the administrative committee.

Each deliverable will be debriefed with the steering committee, which may request adjustments from the consultant. This debriefing/adjustment sequence should be done within two to three weeks of the deliverable being submitted. The consultant has two weeks to take these adjustments into account in a revised version.

The following criteria will be assessed in particular:

  • The synthetic nature of the deliverable;
  • The quality of the analysis and associated writing;
  • Respect for deadlines;
  • Compliance with the scope of the requested Service;
  • The operational nature of the conclusions;
  • The added value offered by the content of the deliverable.

Calendar and budget:

The schedule is to be set according to the availability of the consultant and the people mobilized internally.

  • Desired start date: mid-April 2025.
  • The consultancy should be finalized by the end of October 2025.

The consultancy mission will be mainly carried out remotely. The possibility of making an occasional trip to the headquarters is left to the discretion of the consultant.

Consultant profile:

  • Higher university education (bac + 5) in one of the following fields: sociology, political science, law, gender and other similar training in addition;
  • Demonstrated experience in implementing strategies and organizational support;
  • Knowledge of gender, diversity, inclusion and protection issues;
  • Knowledge of the international NGO environment;
  • Demonstrated skills in conducting meetings, workshops, interviews, etc.;
  • An ability to adapt to different levels of mastery and to various professions (communication, marketing, HR, development programs, etc.);
  • Excellent analytical and writing skills;
  • Fluent in French and English.
