JOB TYPE: External Consultancy open to both internationals and national candidates
1. BACKGROUND
1.1 ABOUT HUMANITY & INCLUSION

Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict, and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions, and promote respect for their dignity and fundamental rights. Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide. The HI network is an organisation made up of a Federation (with 2 operational HQs in Lyon and Brussels), 8 national associations (Germany, Belgium, Canada, United States, France, Luxembourg, United Kingdom and Switzerland) and the HI Institute on Humanitarian Action. All these entities work concertedly to implement HI’s international aid and development mandate. The Federation is responsible for implementing the network’s social missions in around sixty countries. It operates under the names “Humanity & Inclusion” or “Handicap International” depending on the country. 1.2 CONTEXT IN WHICH THE CONSULTANCY TAKES PLACE
HI’s first activities in Myanmar were in the frame of the Cyclone Nargis’s response, from October 2008 to December 2009. Following the ratification of the CRPD by the Myanmar authorities, HI reopened a mission in Myanmar in 2014 and signed a Memorandum of Understanding (MoU) with the Ministry of Social Welfare in September 2015. In 2017, a MOU with the Ministry of Health and Sport was also signed to cover activities under health sector. HI in Myanmar covers its entire mandate from emergency to development and going through Armed Violence Reduction (Humanitarian Mine Action). HI is part of several consortia and coordination mechanism including Health, Protection and Disaster Risk Reduction Clusters. In addition, HI coordinates with the National Victim Assistance Technical Group, gathering national and international actors under the umbrella of the National Mine Risk Working Group (MRWG) chaired by the Ministry of Social Welfare, Relief and Resettlement (SWRR).
HI’S STRATEGY IS BASED ON 3 OPERATIONAL PRIORITIES AS FOLLOWS:
v Pillar 1 – Armed Violence Reduction: Mine risk Education and Land Release
v Pillar 2 –Inclusion: Disability Social Inclusion; Support to Civil Society, inclusive Disaster Risk Reduction, Livelihoods
v Pillar 3 – Health and Rehabilitation: Emergency Hospitals Preparedness; Mother and Child Health; Functional rehabilitation; Mental health and Psychosocial support.
A military junta has ruled Myanmar between 1962 and 2015. It represented one of the harshest dictatorships in the world with a systematic and widespread denial of fundamental freedoms. The population is made of more than 135 different ethnic minorities who have been at the core of dissensions and secession attempts throughout the 20th century. Over the past years, ceasefire agreements have been signed between the government and several armed groups. These efforts led to a National Ceasefire Agreement signed with some of the major Non-State Armed Groups at the end of 2015. Nevertheless, on-going conflicts in several states of the country remain active and even increased for example in Rakhine State. On February 1, 2021, the Myanmar military overthrew the government.
HI teams include:
- a Technical Unit with Specialists on different fields (MHPSS, Rehabilitation, Protection, Inclusion)
- Program teams per area, including Field Coordinators and Operation Manager, supervising Project Managers and Grant Manager
- Support teams
1.3 JUSTIFICATION FOR CALLING UPON A CONSULTANT
To strengthen capacity of its team members, HI Myanmar is looking for the assistance of suitable consultant to design and conduct advanced proposal writing training to 2 of its key team members:
- HI Myanmar Grant Manager, national team member with prior successful experience in Project Management, currently focal point for proposal development (direct contributions, consolidation, review, communication with donors), with a view of increasing that person’s expertise in direct grant proposal design and writing contribution
- A HI Myanmar Project Manager pre-selected based on successful experience and potential / capacity to take up increasing roles in proposal development, with a view of increasing that person’s expertise in direct proposal grant writing design and writing
2. OBJECTIVE AND EXPECTED OUTCOMES
2.1 OBJECTIVE OF THE CONSULTANCY
The objective of this consultancy is to provide advanced training for the 2 participants. The training will be a maximum of 4-day in-person for both at the same time (the 4 days may be consecutive or not, organized by half days / hours or not, with home/tasks assignment or not outside of training days).
2.2 EXPECTED OUTCOMES
Upon completion of this workshop, the participants will be equipped with tools and information needed to:
- Understand funding trends per sector, per area (development & humanitarian) by different donors at country-wide level i.e., funding analysis for country A. This will enhance specific and important information around increasing funding amount / decreasing funding amount.)
- Know main humanitarian and development donors’ priorities;
- Know donors ’database/websites/sources of information from one place i.e., like a tool created (excel) to contain links of donors’ websites, call for proposal time etc.
- Understand different stages of proposal from need assessment to proposal development and to submission
- Know how to design effective, and realistic proposals;
- Know how to properly link proposal narrative and budget with log frame and other sections.
- Adapt proposals to fit donor requirements, preferences, and guidelines;
- Know when, why and how to partner;
- Design clear logical framework, design proposals with clear logic;
- Use tools to effectively plan for proposal writing in a project team;
- Factor effectively gender mainstreaming, value for money, project risks, environmental sustainability and other cross cutting issues;
- Identify appropriate writing styles and practices;
- preparation of a full proposal package for submission;
- Present a concept note to a UN agency / embassy donor.
The training should consist of a balance of lectures, group activities, case-studies, and working sessions and potentially home/tasks assignments to accommodate a variety of learning styles.
3. METHODOLOGY
- In light of the Covid-19 travels/meetings restrictions, the training delivery method should consider including interactive online sessions via MS Teams, PowerPoint presentations, articles, publications, quizzes, assessments, practical cases.
- To be able to evaluate the participants knowledge increase, pre – post test is recommended to be conducted.
- The main focal point of the consultancy is the HI’s Operations Manager.
4. DELIVERABLES / EXPECTED OUTPUTS
- Training material for proposal writing (soft file formats)
- Training Report
- Relevant proposal writing resources for main humanitarian and development donors
- Training attendance report
- Training certificate
- Tool developed to show donors information including their websites, call for proposal time etc.
5. TIMELINE
- The consultant is expected to start the consultancy in December 2021, and the training must be completed at the latest by January 31, 2022, including the deliverables
6. TERMS OF PAYMENTS
- 25 % will be paid to the consultant upon signing of the contract
75 % will be paid to the consultant upon completion of the training, submission of deliverables and of a final invoice
HOW TO APPLY:
7. PROFILE OF THE CONSULTANT
Minimum profile
- At least five years’ experience in grants writing for humanitarian or development projects in developing countries
- At least two years’ experience in training on grants writing
- The consultant (or consultancy group) is registered in its country. If a team of experts is selected, the consultancy will be put under the responsibility of one team leader. This person will ensure all communication with Operations Manager and will be the sole responsible for managing the organization of the consultancy.
- Strong writing skills and editing with proven records. Fluency (spoken and written) in English is essential
Preferred:
- Applicants with knowledge / expertise on disability and inclusion or other key HI areas of intervention are preferred
- Applicants with knowledge of Myanmar specific donor and context are preferred
7. APPLICATION & FORMALITIES
PROPOSALS FROM INTERESTED CONSULTANTS SHOULD INCLUDE:
- Curriculum vitae detailing the experience reference of previous assignments
- A technical proposal including methodology and a schedule for delivery of outputs,
- A financial proposal (budget), inclusive of all costs and applicable taxes (in EUR or USD)
- Legal Registration (as per consultant’s country of registration/incorporation)
EVALUATION OF THE APPLICATIONS WILL BE MADE THROUGH A SELECTION COMMITTEE IN 2 PHASES:
- Administrative compliance:
o Completeness of application.
o Minimum profile criteria are met
- Bid Evaluation, as per weighted criteria below:
o Prior relevant experience in proposal writing and training on proposal writing (30%)
o Relevance of technical proposal (understanding of ToR, proposed methodology, tools, deliverables (30%)
o Relevance of means and schedule to ToR and technical proposal (10%)
o Financial offer (30%)
Only candidates who passed the administrative selection will be taken into consideration for the technical evaluation. Bidders may be invited for a (MS Teams/skype) interview. HI reserves the right to contact the applicants for further information before the final selection of the selection committee.
For the selected bidder, references will be requested before contracting.**
TRAINING DATE: Preferred within December 2021/January 2022.
