1.1. About Welthungerhilfe
Welthungerhilfe (WHH) is one of the biggest private humanitarian and development organizations in Germany. It was founded as the National Committee for the Freedom from Hunger Campaign, of the Food and Agricultural Organization of the United Nations (FAO), in 1962. Welthungerhilfe is non-profit, non-political, and non-denominational. It has operations in about 40 countries worldwide (Asia, Africa and Latin America). Welthungerhilfe has been active in what is now South Sudan (SSD) since 1998 and has maintained an office in Juba since independence in 2011. Since 2012, WHH has implemented an integrated humanitarian and development program incorporating emergency aid, food security, agriculture, WASH and infrastructure rehabilitation.
1.2. About the project
WHH is implementing the “*Boosting Climate Sensitive Local Food Systems*” project in NBeG. The project aims to improve the food security and resilience of vulnerable smallholder households and small businesses through the creation of diverse, climate-sensitive income opportunities and improved access and use of the market system. The project has an integrated methodology with activities intertwined to create and maximize synergies for greater impact. A value chain approach will be adopted where six local value chains of economic importance to the targeted populations will be identified. The project will support vulnerable social groups (particularly women, youths, and People with Disabilities) and entrepreneurs from the targeted communities to actively participate in the identified value chains incorporating climate change mitigation strategies across the value chain nodes from production, processing, and marketing, including provision of essential services like transport and storage. Diverse livelihoods will be enhanced coupled with economic opportunities through the coordinated use of the local market system. WHH is therefore seeking a professional and qualified consultant to support the project by identifying and conducting detailed value chain analysis in NBeG.
1.3 Objectives of the study
I. To identify six (6) value chains of livelihood importance in the targeted areas.
II. To map all key stakeholders and players in the identified value chain and provide a detailed description of the roles of each stakeholder and player.
III. To quantify the potential for raw materials and consumption markets for the products of each identified value chain.
IV. To identify gaps/opportunities along each of the identified value chain and make recommendations on the potential of participation of vulnerable groups (women, girls, the elderly and PWD) in the identified value chains.
V. To identify climate risks associated with identified value chains and recommend community led climate mitigation strategies.
VI. Identify key infrastructure (existing or required) supporting identified value chains.
VII. To clarify the rules and regulations (standards, laws, informal rules and norms) related to the identified value chain and how these influence the participation of vulnerable groups and youths along the value chains.
1.4 Geographic focus areas
The study will focus on the two targeted Counties of Aweil North (Malual North, Ariath, and Malual Centre payams) and Aweil West (Gomjuer Centre, Ayat East, and Achana payams). The project targets the catchment area of the Gok Machar and Nyamlel marketplaces. Furthermore, the Aweil Trade Union will be included to ensure linkages with national markets. 2. Required Qualification
Academic
Advanced university degree in marketing, economics, socio-economic development, development planning, financial management or other related fields.
Professional Experience
a. Minimum of 5 years of relevant professional job experience (local economic development, value chain development, strategic planning, etc.).
b. Experience working with international and national NGOs (Non-Governmental Organizations) or UN (United Nations) organizations, or with government authorities at national level.
Language: fluency in English. Ability to communicate in the local language (Dinka) and Arabic a distinct advantage.
