CONSULTANCY SERVICE to Facilitate 3rd Annual Review Meeting of the Pan African State Accountability Project (PASAP II) At Plan International

1. Overview and purpose of the workshop

The Pan African State Accountability Project (PASAP), phase II is a multi-partner, multi-level Pan-African project that is overall coordinated by Plan International African Union Liaison Office in collaboration with two regional offices (Middle East, Eastern and Southern Africa (MEESA) and West and Center Africa Hub (WACAH)).

The second phase of PASAP started in July 2019 and currently finishing its third implementation year on the 30th of June 2022. The funding of the project comes from the Swedish International Development Cooperation Agency (Sida), channeled through Plan Sweden National Office (SNO). The project run for five years until June 2024.

As part of the reviewing the project implementation of the third year (July 2021- June 2022) and plan for the next year, Plan AULO is organizing a workshop in Addis Ababa, from 20-22 June 2022. The workshop will bring together Plan International and eight project partners under PASAP, namely, the Institute of Human Rights and Development in Africa (IHRDA), African Movement for Working Children and Youth (AMWCY), University of Pretoria, Centre for Human Rights (CHR-UoP), African Child Policy Forum (ACPF), Eastern Africa Child Rights Network (EACRN), Child Rights Network for Southern Africa (CRNSA), and West Africa Civil Society Forum (WACSOF).

Through a consultative process involving partners and key stakeholders, the workshop aims to achieve the following objectives:

  • Review overall project achievement, gaps and lessons learnt of the ongoing project, Year three implementation, and reflect on areas of improvement.
  • Assess the joint challenges and lesson learnt for future improvement
  • Assess progress towards outcome and plan key implementation strategies for Year four of the project with indicative activities and budget.
  • Addressing cross-cutting themes in to the design, focusing mainly on mainstreaming gender equality, child participation and CSO strengthening.
  • Addressing other key aspects relevant for the project, mainly synergy and knowledge management amongst all PASAP stakeholders

2. Scope of the Consultancy Work

The objective of this consultancy is to facilitate and manage a consultative process involving multiple stakeholders to assess progress of the project, with a specific focus on the year three implementation period and plan implementation strategy for year four. The facilitator, in consultation with the Project Manager and key project team, will prepare the workshop programme, facilitate the workshop and produce workshop documentation.

Specific tasks include:

  • Design a process for facilitating the workshop to generate agreed outputs.
  • Work with the Project Manager and Team to develop a workshop program and working documents
  • Facilitate the workshop
  • Support in the review of the workshop proceedings and prepare an edited workshop report.

Expected Deliverables

  • A comprehensive Project review and planning meeting agenda and facilitation plan with appropriate methodologies and tools
  • A comprehensive workshop report

The assignment must be completed by 27th of June 2022. Plan International will pay for travel (air ticket, visa fee, COVID-19 test) and accommodation for international consultant and meals during the meeting days.

3. Technical proposal: activities and duration

In line with Terms of Reference, Plan propose 7 days of facilitation and consultancy work as follows:

  • 2 days preparation**:** to discuss and refine the agenda with the Project Manager and other stakeholders as necessary; gather any necessary materials; and review project documents and any last-minute preparations for the workshop;
  • 3 days facilitation of workshop: 20-22 June 2022
  • 2 days post-workshop support**:** to document the workshop proceedings + review and produce the final workshop report.

4. Qualification and Experience

The ideal Consultant will have knowledge of and/or proven expertise in the following:

  • Extensive and advanced technical expertise and experience in the sector of advancing child rights, advanced knowledge and experience in methodology and tools in facilitating multi-partner and multi-level project planning and review meetings.
  • Familiar with participatory and partnership approaches, and empowerment of civil society
  • Experience in facilitation of similar review and planning meetings
  • In-depth understanding of child rights monitoring and advocacy in Africa at different levels i.e. national, regional/sub-regional, pan Africa, and international.
  • Motivated, committed, responsible, and able to work independently with limited direct supervision;
  • Commitment to and understanding of Plan International’s mission, vision, and values.
  • Computer skills, including word processing, spreadsheets, email, and internet
  • Strong analytical skills as well as fluent and effective communication skills in English. French language is an asset
  • Experience working with a diverse and multi-cultural team

5. Procedures for Submission of Expression of Interest

Interested applicants should submit to Plan International their technical and financial proposals including:

5.1 Technical proposal

  • The consultants understanding of the Terms of Reference.
  • A detailed methodology, tools and approaches on how the review and planning workshop will be conducted
  • Proposed implementation time schedule
  • Organizational or personal capacity statement, past experience and activities related to facilitating project evaluations
  • Curriculum Vitae of the consultant
  • Names, addresses, telephone numbers of three organizations that will act as professional referees.
  • Lists of relevant work undertaken in the last 2 years. The consultants should be ready to provide samples of previous work of similar nature.

5.2 Financial proposal

  • An itemized line by line budget proposal for consultancy fees. Proposed fee should clearly state the professional fee and Withholding (WHT) or Value Add Tax (VAT);
  • Please note that the consultancy fee for non-residence (International Consultant) is subjected to 15% withholding tax of the service value and paid to the Ethiopian Government on behalf of the consultant. For National Consultant’s who have Tax Identification Number (TIN) and renewed business license, 2% withholding tax will be applicable. In the absence of these documents, the Consultant’s is obliged to pay 30% of withholding Tax.
  • The proposal should also indicate all other expenses that will be billed as cost with supporting receipts as per Plan International’s expenses policy. Note that Plan International African Union Liaison Office (Plan AULO) will purchase round trip ticket, visa fee, COVID-19 test, accommodation for international consultants and meals during the meeting days.
  • Proposed terms and schedule of payment.
