2. Introduction
- Context of the consultancy mission
The PIROI is a tool of the French Red Cross attached to the Directorate of International Operations (DOI) which has been leading since 2000 a regional disaster risk management (GRC) program in the South-West zone of the Indian Ocean. As part of its program, the platform carries out actions to strengthen its member National Societies, prepare stakeholders in the area and respond to crises, as well as reduce disaster risks through public awareness.
PIROI is made up of different members of the International Red Cross and Red Crescent Movement:
- The Comorian Red Crescent,
- The French Red Cross,
- The Malagasy Red Cross,
- The Mauritius Red Cross,
- The Mozambique Red Cross,
- The Seychelles Red Cross,
- The Tanzanian Red Cross,
- The International Federation of the Red Cross and Red Crescent (IFRC)
- The International Committee of the Red Cross (ICRC).
Based in Reunion, PIROI makes it possible to concentrate skills and resources as close as possible to vulnerable areas and thus increase responsiveness and flexibility in the face of disasters.
The 2021-2025 strategic framework of the PIROI – French Red Cross includes 4 axes and a facilitating action through the construction of the PIROI Center:
- The knowledge and skills of disaster risk management stakeholders are improved regarding risks linked to natural hazards, health crises and climate change.
- The capacities of disaster risk management actors are strengthened in terms of managing risks linked to natural hazards, health crises and climate change.
- The populations of the South-West Indian Ocean are better informed, resilient and prepared to face the risks linked to natural hazards, health crises and climate change.
- Populations affected by a disaster linked to natural hazards and health crises have access to emergency aid meeting their priority needs.

Both the result of the constant evolution of PIROI’s missions and a response to the growing challenge of disaster risk management in a global context marked by climate change, PIROI initiated the development of a Regional Center of Expertise , training and innovation: the PIROI Center. It will make it possible to achieve its objective of reducing the impact of disasters linked to natural hazards, health crises and the effects of climate change among SIDS [1] in the South-West Indian Ocean zone and in a manner extended to French-speaking actors
To this end, the PIROI Center is developing the PIROI service offering, already initiated in 2017 and which will continue to expand over the coming years until the installation of the Platform in the new PIROI Center building which will notably include 4 rooms dedicated to training and a field to conduct simulation exercises.
Thus, the architectural design and construction of the new building act as a lever for action and mobilization, facilitating the implementation of the 4 strategic axes.

Resulting from this strategy, the consolidation of skills and training are priority areas of the PIROI program. Since 2000, more than 250 short face-to-face training courses for more than 5,000 learners from around twenty countries, mainly from the Indian Ocean – East Africa region, have been carried out, responding to issues relating to preparation, raising awareness and managing natural risks. All of these activities implemented by PIROI benefit from the technical collaboration of the bodies of the Red Cross / Red Crescent Movement, and from partnerships with technical actors in the areas of continuing and professional training, as well as in the technical sectors. disaster risk management
Furthermore, with this experience in continuing education, and convinced that regional and concerted action is fundamental in the training of young people, PIROI has joined forces with the University of Reunion to develop a regional Master’s degree dedicated to management. environmental risks and whose first promotion was opened in 2020.
However, it was noted that there was a lack of training available on specific skills in disaster risk management and crisis management among institutional, humanitarian and civil society actors in the region.
During the exercise to develop its strategic framework in 2019, PIROI conducted a first market study of the certified professional training sector – French-speaking – in order to analyze the needs and opportunities in the field of humanitarian skills development in the Indian Ocean region. The main conclusions of the study demonstrate that the PIROI – CRF benefits from strong credibility among stakeholders in the region as well as the relevance of setting up training in view of unmet needs, particularly on methodological and managerial skills. and disaster risk management.
The main direction of this study aimed at consolidating partnerships between PIROI and certified training organizations such as Bioforce in order to jointly develop a training offer was carried out. Furthermore, PIROI wishes to include in its strategy the development of a reinforced offer of “PIROI Center” certified training courses.
With a view to the next strategic framework 2025-2030, PIROI wishes to carry out a study in order to develop a training offer for actors in disaster risk management in small island states in the Indian Ocean, including the French territories of overseas, and French-speaking African states.
3. General and specific objectives of the consultancy mission

Develop an action plan for the implementation of a new training offer from the PIROI Center for disaster risk management stakeholders as part of the next strategic exercise (2025-2030).
- Specific objectives of the consultancy mission
- Analysis of needs and opportunities for the development of paid training activities for external actors in Reunion and in the Indian Ocean region on strengthening the skills of institutional, humanitarian and civil actors in disaster risk management.
- Formalization of an action plan including a business plan for PIROI Center training based on the needs analysis, integrating coordination with the PIROI regional program.
- Proposals for internal organizational development (organization chart, distribution of human resources, necessary training center accreditation systems) according to the proposed action plan.
4. Methodology of the consultancy mission
The consultant is free to propose the methodology that appears suitable and in line with the objectives and expected deliverables.

5. Expected results of the consultancy mission
The PIROI – French Red Cross is developing a training service offering as part of its 2025-2030 financial year within the PIROI Center, aimed at institutional, private and CSO stakeholders on the themes of disaster risk management by focusing on providing appropriate HR, organizational and statutory resources.

7. Organization of consultancy and timeline
Throughout the process, the consultant will regularly report on the progress of his work to the Training and Research Manager. At least 4 progress meetings must be organized in the presence of members of the steering committee.
The study steering committee will be composed of:
- the Training and Research Manager of PIROI
- the Deputy Head of Delegation
- the DOI French Red Cross training project manager (CRF technical referent)
- An external partner to identify
Depending on the agenda, other participants may be mobilized (PIROI partners, institutional partner, logistics department, etc.)
In addition, PIROI sponsors other strategic review consultancies during the same period. The consultant will be required to collaborate with these interlocutors in order to provide food for thought and coordinate the proposed strategy.
A period of 5 months is envisaged for carrying out this study. The final deliverables must be submitted no later than 2 weeks following the end of the study.
The consultant must propose a number of man-days in his technical and financial proposal.
The mission timetable must be proposed in its technical offer.
The start of the consultancy is desired from May 6, 2024.

Administrative clauses

- The service provider must provide the means necessary to carry out its service, whether material or human: plane tickets, computer, professional liability insurance, visa.
- He can delegate part of the mission, within his teams, to the collaborator of his choice, but he remains the sole hierarchical and disciplinary authority concerning his employees. The service provider must ensure security, and as such insure the consultants sent on mission.
